Paul Felix Aschrott

Paul Felix Aschrott (born May 13, 1856 in Kassel , † October 31, 1927 in Berlin ) was a German lawyer , criminal law and social reformer . He was one of the most influential welfare theorists of his time.

Life

The son of the wealthy Jewish textile manufacturer and banker Sigmund Aschrott (1826–1915) began to study law in Leipzig in 1874 after graduating from high school in Kassel . From 1874 to 1876 he studied in Heidelberg and from 1876 to 1877 in Berlin . In 1877 he received his doctorate in Leipzig. He then completed his legal clerkship and, from 1883, his time as an assessor at the district courts of Köpenick and Berlin.

Aschrott got involved early on in social and criminal law reform. He made a trip to England in 1884/85 and reported, among other things, on poor legislation and poor management, labor issues, legal training and prison systems in England. In 1886 he obtained his doctorate in Leipzig. phil. In 1887 he became a district judge in Landsberg an der Warthe . In 1888 he went on another study trip, this time to the USA . His further career as a judge led him to Berlin in 1889, first as a district judge and in 1891 as an assistant judge at the Berlin Regional Court ; In 1892 he became district judge and in 1899 district judge in Berlin, in 1903 district court director in Elberfeld . During this time he continued to publish on socio-political and criminal law topics such as the treatment of juvenile delinquency , welfare education for minors , the public library - and housing. He also participated in the criminal process reform commissions .

In 1905 Aschrott, who had considerable private wealth, was released from civil service at his own request. From then on he lived as a private scholar and property manager. He remained loyal to his areas of interest and published The Reform of the Reich Criminal Code with Franz von Liszt in 1910 and The Reform of Criminal Law with Eduard Kohlrausch in 1926 .

Aschrott was a co-founder and board member of the International Criminological Association , from 1886 to 1911 a member of the main committee of the German Association for Poor Care and Charity , member of the supervisory board of the Association for the Improvement of Small Apartments , deputy chairman of the women's association " Octavia Hill " in Berlin, founder of a charity and the Marie von Boschsan-Aschrott retirement home in Kassel. He was a Privy Councilor of Justice , recipient of the Prussian Order of the Red Eagle 4th class and the Russian Order of St. Anne, 3rd class.
