Since the departments of the Ministry of Public Works had a central function in the state building industry in Prussia, Thoemer and other employees were involved in the planning of all major new and renovation projects in the respective area of responsibility. How large the share of individuals in the architectural design was can hardly be understood more precisely. The existing stylistic similarities of the buildings, however, indicate a central character of the drafts or preliminary drafts created in the departments.
