In the opening scenes of the series, Detective Inspector John River pursues a potential suspect in London who throws himself into his death, and he comes under heavy pressure from the media to do so. River is haunted by visions from his recently murdered colleague Detective Sergeant Jackie "Stevie" Stevenson. He has the gift of sensing her closeness and talking to her. He goes to great lengths to find her killer, although he is excluded from the case due to bias. River must undergo a psychiatric evaluation to avoid being suspended.

Through Stevie, River came into contact with her brother Jimmy and other Stevies family members. Stevie had no connection to her family for years after testifying in court against Jimmy, who was subsequently sentenced to a long prison term for murder. Her decision to become a police officer had further deepened the argument with her family. River is attacked by the pregnant girlfriend of the man who has thrown himself into death. He then begins to doubt the man's guilt. Stevie had a second cell phone and led a double life. DNA evidence showed she had been in the car that was driven by her killer before. River and the pregnant woman begin to trust each other, and he investigates the origin of the killer's car.

River gets a new partner named Ira who wants to report the discovery of Stevie's second cell phone to his superiors. River agrees, but makes it clear that he first wants to follow the leads the phone has in store for himself. At the same time, he and Ira investigate the serious injuries suffered by a site manager in a suspicious work accident. River is surprised to find that the psychiatric report commissioned by his superiors after Stevie's death shows that he can continue to work.

River investigates Stevie's relationship with a worker in a kebab shop and learns that his colleague has secrets. He and Ira spend an evening at their supervisor Read's home. River makes a surprising discovery: One of the people Stevie called on her second cell phone the night she died was Read's husband, a judge. River attends a group for people who hear voices, led by his psychologist Rosa.

River and Ira are investigating the murder of kebab shop worker Haider Jamal Abdi, who was stabbed to death in a public library. They focus on both a cleaner who was videotaped but didn't appear in the library's cleaning company's books, and the lawyer who represented Haider in an immigration court. Her findings lead her to a possible lead that Stevie had also investigated and which may have led to her death.

River and Ira continue to follow in the footsteps of Stevie's previous unofficial investigations. She found out that immigrants could get work permits in exchange for money and were then exploited. They find a connection between the exploitative enterprise that employs the lawless and secrets from Stevie's personal life. River decides to convict her killer, even though he knows that he will lose her as a companion and friend forever.

Filming began in London in October 2014 . Abi Morgan , who had also written the scripts for The Hour and Die Eiserne Lady , named the film How crazy and from the bottom of my heart , in which the late lover ( Alan Rickman ) of a grieving woman ( Juliet Stevenson ) appears again as inspiration .
