Robert Temple Armstrong, Baron Armstrong of Ilminster GCB , CVO (born March 30, 1927 in Headington , Oxford - † April 3, 2020 ) was a British politician and life peer .

life and career

Robert Armstrong was born the son of the musician Sir Thomas Armstrong (1898–1994) and Hester Muriel Draper (* 1897). He has a younger sister. He attended as a King's Scholar and Scholar Newcastle (Fellow) of the Dragon School , the Eton College and then the Christchurch -College in Oxford , where he attained a degree in Greats (Greek and Roman history, philosophy).

He worked in the Ministry of Finance from 1950 to 1964. From 1964 to 1966 he was ( Assistant Secretary ) of the Cabinet Office and from 1967 to 1968 at the Treasury . From 1968 to 1970 he was Under Secretary at the Treasury. From 1970 to 1975 he was State Secretary Director ( Head ) of the Home Civil Service . In the Home Office he was Deputy Under Secretary from 1975 to 1977 . Armstrong was Permanent Under Secretary from 1977 to 1979 . From 1979 to 1987 he was Secretary of Margaret Thatcher's cabinet .

From 1989 to 2000 Armstrong was Chairman ( Chairman ) of Biotechnology Investments Ltd and from 1993 to 1997 at the Bristol and West Building Society , where he was from 1988 to 1997 Non-Executive Director. The Forensic Investigative Associates in London , he from 1997 to 2003 Chairman ( Chairman ). From 1988 to 1997 he was a non-executive director of the plc BAT Industries , over the same period even at NM Rothschild & Sons , where he 1997-2000 and Consultant ( Consultant was), and also from 1988 to 1997 at Rio Tinto and Shell Transport and Trading plc . From 1988 to 1998 he was Chairman ( Chairman ) of the Trust Council ( Board of Trustees ) of V & A and from 1996 to 2005 by the Hestercombe Gardens Trust Ltd , and Chairman ( Chairman ) of the Board of Governors of the Royal Northern College of Music from 2000 by 2005. from 2001 to 2007 he was chairman ( chairman ) of the Leeds Castle Foundation and its trustee , he from 1987 by 2007. Since 2005 he was chairman ( chairman ) of the Sir Edward Heath Charitable Foundation .

Membership in the House of Lords

Armstrong was named a Life Peer as Baron Armstrong of Ilminster , of Ashill in the County of Somerset on February 26, 1988 . He is a crossbencher in the House of Lords . Official induction into the House of Lords was on March 15, 1988 with the assistance of Martin Charteris, Baron Charteris of Amisfield, and John Hunt, Baron Hunt of Tanworth . He gave his inaugural address on July 29, 1988.

In the same year he became a Fellow of the Royal Academy of Music and the following year Honorary Bencher of the Inner Temple Bar Association . He was awarded an honorary doctorate in law (Hon LLD) from the University of Hull in 1994 .

Armstrong was first married to Serena Mary Benedicta Chance, daughter of Sir Roger James Ferguson Chance, 3rd Baronet and Mary Georgina Rowney. The marriage was concluded on July 25, 1953. She had two daughters. The divorce took place in 1985. In the same year he married Mary Patricia Carlow, daughter of Charles Cyril Carlow.
