Royal Samuel Copeland (born November 7, 1868 in Dexter , Washtenaw County , Michigan , † June 17, 1938 in Washington, DC ) was an American politician and medical professional. Between 1923 and 1938 he represented New York State in the US Senate .

Career

Royal Copeland attended his home public schools and Michigan State Normal School in Ypsilanti . After studying medicine at the University of Michigan at Ann Arbor and doing some medical studies abroad, he began practicing medicine. In 1889 and 1890 he was a doctor at the University of Michigan Hospital . Between 1890 and 1895 he practiced in the town of Bay City , Michigan. He was then from 1895 to 1908 Professor of Medicine at the University of Michigan . At the same time he began a political career as a member of the Republican Party . Between 1901 and 1903 he was Mayor of Ann Arbor. After that he was a member of several city committees.

In 1908, Copeland moved to New York City . There he was dean of the New York Flower Hospital and Medical College between 1908 and 1918 . Between 1918 and 1923 he was the New York State Minister of Health as Commissioner of Public Health , where he also headed the State Health Committee ( New York Board of Health ). Politically, he had meanwhile changed parties and was now a member of the Democratic Party . In the elections of 1922, Royal Copeland was elected as the candidate of his new party to the US Senate, where he succeeded William M. Calder on March 4, 1923 , whom he had defeated in the election. After two re-elections, he was able to exercise this mandate until his death on June 17, 1938. In the Senate, he headed the Copeland Committee , named after him , which dealt with aviation safety. Between 1933 and 1936 he also chaired the United States Senate Committee on Rules and Administration . From 1935 to 1938 he headed the trade committee. In 1933 the 19th amendment to the constitution from 1919 was repealed. It was about the prohibition law, which had proven to be ineffective. During his tenure in Congress, most of the federal government's New Deal laws were passed under President Franklin D. Roosevelt . Copeland was rather reserved about these laws. In 1935 the provisions of the 20th Amendment to the Constitution were applied for the first time , according to which the legislative period of the Congress ends or begins on January 3rd. Accordingly, the beginning of the President's term of office was brought forward to January 20. Previously, the legislative terms of Congress and the term of office of the President began on March 4th. In 1937, Copeland unsuccessfully sought the nomination for the mayoral election in New York City.

Royal Copeland is also known as the author of several scientific and medical treatises.
