Sabine Weyand (* 1964 ) is a senior German civil servant in the European Union . Between October 2016 and May 2019 she was deputy of the EU chief negotiator Michel Barnier in the Brexit negotiations between the EU and the United Kingdom . Since June 2019 she has headed the General Directorate for Trade .

Life

Sabine Weyand was born as the daughter of Heinrich Weyand (1927–2014) and his wife Magda (née Spurk, 1926–2016) in Saarland and grew up in the Körprich district of Nalbach . Her father was a surveying technician in the land surveying office of the Saarlouis district and a long-time mayor of Körprich or mayor for the CDU (1972-1989). Weyand is married to Peter M. Wagner, who works as the head of the Ukraine Support Group at the European Commission. Weyand's political commitment began in the CDU student union , where she also made contact with Peter Altmaier . From 1983 she studied political science , economics, English and linguistics at the Albert-Ludwigs-Universität Freiburg with a diploma in 1990. From 1986 to 1987 she studied at the University of Cambridge . In 1991 she received a diploma in Advanced European Studies from the College of Europe and in 1995 she received her doctorate in political science from the University of Tübingen . The subject of the dissertation was the EU's common transport policy. In addition to German, she also speaks English and French.

career

From 1994 she was employed by the EU, initially in the General Directorate for Industry , where she dealt with the automotive industry outside of Europe. From 1997 to 1999 she was in the foreign relations department, where she also dealt with economic issues and helped prepare the G7 / G8 summits. From 1999 she was on the staff of the EU Commissioner for Trade Pascal Lamy . From 2004 to 2007 she headed the staff of the Commissioner for Development and Humanitarian Aid Louis Michel . From 2007 to 2009 she was promoted to advisor to Commission President José Manuel Barroso's staff . Among other things, she was involved in international climate and energy negotiations. From 2009 to 2012 she was a representative of the EU Commission in the Committee of Permanent Representatives of the Member States (Coreper I). From 2012 she was Director in the General Secretariat of the EU responsible for political coordination. She was also involved in international EU negotiations such as TTIP with the USA, CETA with Canada, with neighboring countries of the EU and the WTO .

In March 2016, she became Deputy Director General of the Directorate General for Trade , responsible for units E (neighboring countries, USA and Canada), F (WTO, legal affairs and trade in goods), G (trade strategy and analysis, market access) and H (instruments of trade protection). She played an important role in shaping the EU's climate policy and in the preparation of G7 / G8 summits.

In 2016, Weyand became deputy to Michel Barniers , the EU's leading representative in the exit negotiations with the United Kingdom. According to Politico magazine , she is (since) one of the ten most influential women in Brussels. The negotiations between her and her British counterpart Oliver Robbins were also referred to as the “engine room” of the Brexit negotiations.

On May 29, 2019, Sabine Weyand was appointed as the new head of the General Directorate for Trade, replacing Jean-Luc Demarty on June 1, 2019 .
