Shadow financial index
The Financial Secrecy Index ( Financial Secrecy Index , FSI ) of the Tax Justice Network lists the potential damage to the economy in (finance) in 82 countries and territories.
Determination of the values
The shadow financial index combines qualitative and quantitative data to determine how large a region or country's share of the shadow financial economy is. The two values are
- Secrecy and
- Share of the area or country in the global market for cross-border financial services, d. H. global weighting.
The database consists of laws, regulations and international agreements.
“Shadow financial centers with higher values are less transparent for foreign investors and investments, they reveal less information about their customers and exchange less information with authorities in other countries. They also have less effective anti-money laundering mechanisms. This makes them more attractive for the creation and smuggling of illegal financial flows. "
The results of the confidentiality score are weighted with the aid of the quantitative data. According to the TJN shadow finance index, this expresses the size of the potential damage “that arises from regulatory loopholes or secrecy practices in a certain country / area”.
Index development
A change in the index position does not directly indicate an improvement or deterioration in the respective country.
The 2015 index
Higher values for secrecy and global weighting each indicate greater damage potential. The higher the FSI value, the greater the damage potential of a location, which is reflected in the ranking. The FSI value indicates the potential damage.
The list shows the first 50 countries.
