Alber (* 27. July 1936 in Hechingen , Province of Hohenzollern ) is a German lawyer and politician of the CDU .

Life and work

After studying law Alber worked as court assessor, prosecutor and Government at the state parliament of Baden-Wuerttemberg operates. In 1968/69 he was a speaker for the CDU parliamentary group in the Baden-Württemberg state parliament. In 1997 he became Advocate General at the European Court of Justice and held this post until October 2003. Juliane Kokott was his successor . Since the 2001/02 winter semester, Alber has been an honorary professor at the Europa-Institut at Saarland University . In October 2005 he received an honorary doctorate from IMADEC University(LL.D hc), which he never led. According to a ruling by the Austrian Administrative Court , all awards of academic honorary degrees from IMADEC University are to be regarded as invalid.

Siegbert Alber was President of the Paneuropean Union until 1998 . He is an officer in the French Legion of Honor and has received numerous prestigious awards, including the Great Cross of Merit of the Order of Merit of the Federal Republic of Germany , the Great Cross with Star and Shoulder Ribbon of the Luxembourg Order of Merit , the Great Gold Medal of Honor for the Republic of Austria of the Republic of Austria and the State's Medal of Merit Baden-Württemberg . He is a founding partner of the EU lobbying firm Alber & Geiger .

politics

Alber is a member of the CDU. In the youth organization Junge Union , he was active as district, district and state chairman. From 1971 to 1980 he was chairman of the CDU district association in Stuttgart, which then elected him honorary chairman. From 1969 to 1980 he was a member of the CDU in the German Bundestag for Baden-Württemberg for three electoral terms and from 1977 to 1997 a member of the European Parliament . From 1984 to 1992 he was its Vice-President, having previously been Vice-Chairman of the EPP Group from 1982 .

At times he was also a member of the Advisory Parliamentary Assembly of the Council of Europe , in which he chaired the Committee on Budgetary Questions and Intergovernmental Work Programs from 1975 to 1980. In the Assembly of the Western European Union he headed the Budget Committee from 1977 to 1980.
