Mergers in Mecklenburg-Western Pomerania

The theatrical landscape of Mecklenburg-Western Pomerania was characterized by ten independent theaters in the regions of Mecklenburg and Western Pomerania. The theaters in Wismar and Güstrow were in 2014 only guest venues without their own ensembles and productions. The theaters in Stralsund and Greifswald merged in 1994 to form Theater Vorpommern, which also took over Theater Putbus in 2005. In 2000, the Mecklenburg State Theater , the Neubrandenburg Chamber Theater and the Neubrandenburg Philharmonic merged to form the Neubrandenburg / Neustrelitz Theater and Orchestra . For the part of Western Pomerania , the state government presented a benchmark paper on December 12, 2014 in Schwerin with the title “Theater and orchestra in the eastern part of the country”. According to this - without a reform - in 2020 the Theater Vorpommern and Theater und Orchester GmbH Neubrandenburg / Neustrelitz would face deficits totaling 5.84 million euros; between 2015 and 2022 it would probably be 28.94 million euros. On the basis of a model calculation made by the company Metrum Managementberatung , the state submitted an offer that the state government would participate in the sponsorship of a state theater formed from Theater Vorpommern and Theater and Orchestra Neubrandenburg / Neustrelitz . To this end, the previous sponsors and the state should jointly found a theater and orchestra company in which the state is prepared to hold a majority. The carriers should undertake to take all measures to adhere to the business plan. Everything else should be regulated in a partnership agreement. To work out the details, the previous sponsors, the state and the directors of the theaters formed three working groups at the beginning of 2016. In the articles of association, it is agreed that the new state theater will operate the opera including opera orchestra in Stralsund , drama (including children's and youth theater) and ballet in Greifswald , concerts in Neubrandenburg and musical drama in Neustrelitz . The festival in the palace gardens will also be operated by the future state theater.

The state intends to grant the Staatstheater Nordost an annual grant of 16.289 million euros by 2020, the sponsors should continue to provide their proportionate funds from 2014 annually, the previous indirect services of the municipalities should be retained. While the model presented by the Metrum company comprised 383 jobs for the new state theater, the state wants - after discussions with the owners of the theaters - to create up to 420 staff positions by 2022. The new state theater is to pay wages and salaries based on the area tariff again by 2020.

In the event that a sponsor does not join the merger, the state wanted to reduce its financial contribution to this sponsor to a minimum and make the additional funds available to sponsors willing to merge.

Target agreement 2015

In 2015, the state government presented the theater-supporting municipalities of the Theater Vorpommern and the Theater- und Orchester GmbH Neubranden-burg / Neustrelitz drafts for a target agreement in preparation for a State Theater Northeast. On March 13, 2015, the citizens of Stralsund voted for negotiations on the merger, on April 16, 2015 the city representatives of Neubrandenburg, and on April 13, 2015 the citizens of Greifswald voted. The district council of Vorpommern-Rügen, the citizenships of Stralsund and Greifswald and the city councils of Neustrelitz and Neubrandenburg each linked their own conditions with the text of the target agreement, the district of Mecklenburg Lake District accepted the draft text in unchanged form. The target agreement was changed after the decisions of the municipalities.

Negotiations and planning

In November 2017, the first personnel decisions were made: Dirk Löschner , Director of the Theater Vorpommern, was appointed as the second managing director of the Theater and Orchestra Society Neubrandenburg / Neustrelitz alongside Joachim Kümmritz . Dirk Löschner is planned as general director of the State Theater Northeast; the future theater director is Tatjana Rese .

A two-stage plan included the merger into a joint company with one management as of August 1, 2018; In the 2018/19 season, due to the advance planning, the companies are to act as before, i.e. with a music theater division in Neustrelitz and with both orchestras and separate workshops. At the beginning of the 2019/20 season, the internal structure will be changed and the orchestras will be merged. The first collective bargaining negotiations took place in November 2017.

End of 2017: merger or cooperation

At the end of 2017 it was announced that the desired merger of theaters and orchestras in the east of Mecklenburg-Western Pomerania would not come about for the time being.

Stefan Fassbinder , as Lord Mayor of Greifswald, representative of a partner, gave three reasons for the stalled merger plans: an incomplete business plan, a lack of a concrete transport concept and the lack of agreement on the financial participation of the shareholders. According to a report by the Ostseezeitung on December 21, 2017, a merger would have resulted in savings of 2.8 million euros, with a budget for the two theaters of 40 million euros.

Instead of a merger of the two theaters, a cooperation model was proposed. This provides that the theaters remain independent and only cooperate in certain performances. For the Theater Vorpommern this means the maintenance of 65 jobs, at the same time the cities of Greifswald and Stralsund would have to bear around 100,000 euros in additional costs as shareholders.

In May 2018, the state government and the shareholders of the theaters finally canceled the merger.

Greifswald

The theater in Greifswald should be the location for drama (including children's and youth theater) and ballet .

Neubrandenburg

Neubrandenburg was intended as a location for a concert ; It was supposed to be played in the former Schauspielhaus Neubrandenburg and in the Marienkirche, which was used as a cultural church .

Neustrelitz
