City of Aist

Stadt Aist is the name of a project idea for the creation of a rural town in the district of Freistadt in Upper Austria through the merger of the three Mühlviertel municipalities of Hagenberg im Mühlkreis , Pregarten and Wartberg ob der Aist . The city of Aist would have almost 12,000 inhabitants and an area of ​​62 square kilometers.

Project

The creation of a joint administrative unit for the three previously independent municipalities, whose centers are only around two kilometers apart, within the next few years will be discussed controversially and should be decided by a referendum after extensive information has been given to the population . This citizen survey can be carried out independently by each municipality based on a municipal council resolution.

Provided that there are no further such amalgamations of municipalities in Upper Austria, the city of Aist would be the largest city in the Mühlviertel and the Freistadt district in terms of the number of inhabitants and the area. Aist would also be one of the larger administrative units within Upper Austria. Attempts by the three municipalities to cooperate in the building yard and waste material collection center had failed in the past after the pool cooperation was considered an exemplary project in the state of Upper Austria in 2007 .

The Feldaist and Waldaist would be essential rivers of a future city of Aist . The projected city would have neighboring communities in the districts of Freistadt ( Tragwein , Gutau , Kefermarkt , Neumarkt im Mühlkreis and Unterweitersdorf ), Perg ( Ried in der Riedmark and Katsdorf ) and Urfahr-Umgebung ( Engerwitzdorf ).

Advocates

The mayor of Pregartner Anton Scheuwimmer (ÖVP) is an important proponent of ideas. Scheuwimmer finds support from Erich Hackl (SPÖ), mayor of the municipality of Wartberg ob der Aist and the Upper Austrian Federation of Industrialists , who advocate amalgamation of municipalities for fundamental reasons.

Friedrich Schneider , economist at the University of Linz , determined annual savings and additional income of 1.4 to 1.6 million euros in administration. The Upper Austrian municipality federation president Johann Hingsamer judges the study by Friedrich Schneider as flawed and incomprehensible, instead of additional income in the millions, after the municipal financial equalization there would only be an increase of 200,000 euros. In addition, Hingsamer expects that the next time the financial equalization is adjusted, the additional income from the graduated population key would be reduced to zero and thus another reason speaks against a merger. In addition, Hingsamer cites as an argument that community mergers should be carried out "only with the citizens, not against them".
