action

The young employee Birgit Laufer of the top candidate of the "Bürgerpartei", Karl Flemming, brother of the chief detective Bernd Flemming, leaves her boss, with whom she has a secret relationship, upset and drives away in her boss' limousine. Shortly afterwards, she is shot dead by a stranger in the car. Bernd Flemming, who is already preparing for his retirement, and Miriam Koch are called to the scene of the crime. The officers notice that the driver's seat was not adjusted to the size of the woman and that she must have taken the wheel spontaneously. Birgit's friend Harry Moll is shocked at the news of his death; he cannot imagine what his girlfriend was doing in a posh area behind the wheel of a limousine. While Birgit's roommate Sandra coldly takes Birgit's death, Harry swears revenge. Flemming learns from forensics that the car is an armored limousine, Birgit was murdered with a steel bullet that pierced the bulletproof glass, so the murderer must have known about the armor. The limousine was owned by a Dr. Fritz Sonders had been leased, Flemming went to see him and discovered that he was the campaign manager of his brother, a local politician, and realized that the attack was aimed at Karl. Sonders says that Birgit was part of the campaign team and that only Karl should use the car. Flemming accepts an invitation from his brother to dinner, Karl claims that he didn't have much to do with Birgit and that he gave her the car as a favor. Karl shows his brother a threatening letter that he had received two weeks earlier, Karl had not taken the letter very seriously at the time, Flemming ordered personal protection for his brother.

Koch visits Sandra and wins Sandra's trust through her pregnancy, Sandra tells her that she fell in love with Harry, Birgit had long since finished with Harry. Koch finds out that Harry has an alibi for the night of the murder through his work, she got Birgit's key from Sandra, which does not belong to the flat share, by the way, she had already canceled her flat share before her death. In the meantime, Flemming has learned from his brother that as a lawyer he has successfully led various damage claims against a food company. Flemming seeks out his brother and asks him not to leave his house for the time being, but he refuses, with reference to the election campaign, his internal party competitor Dr. Münzel, who works for the food company, would use this against him. Shortly afterwards, Harry reports to Karl, he tells him that he knew about his relationship with Birgit and blackmailed Karl for DM 10,000 so that the public would not find out. Koch learns from forensic medicine that Birgit was four months pregnant, Harry, however, had testified that they had not had sexual contact for months, Flemming ordered a blood test on the fetus. While Sandra asks Harry about the money she found with him and he admits that she was blackmailing her, Flemming asks Karl about a possible relationship between Birgits and Sonders, Karl continues to hide his relationship with Birgit from his brother. Flemming then spoke to Sonders about a possible relationship, Sonders admits to having been in a relationship with her a year ago, but she quickly ended that again, a secret inspection of Flemmings' apartment door with Birgit's key turned out negative. When Flemming and Koch accidentally watch Harry drive to an apartment, they follow him, Birgit's key matches the apartment that she apparently had secretly set up for herself, a neighbor there speaks to Flemming by his name and is surprised about his changed Appearance.

Flemming says on the head the relationship with his brother, the comment of the neighbor and the driver's seat not adjusted are too clear indications. Karl then admits his relationship, he confides to his brother that he had called his wife Ulla that evening because she suspected something. This had taken Birgit too long and she drove away in the limousine angrily, he overheard the murder on the phone, Karl is also the father of Birgit's unborn child. Flemming learns from a manager of the food company that attempts have been made to massively influence Karl Flemming, possibly with blackmail, in order to ward off claims for damages from his clients. Koch found out by chance that a client of Karl, who was supposed to be expelled from his court by the grocery company and wanted to defend himself against it with the help of Karl, has died, and they learn from her widow that the grocery company had made it clear to her husband that her husband was from Karl no help could be expected because his internal party opponent Münzel was in the stronger position, her husband then died of a heart attack. Flemming seeks out Münzel, who admits that he had the opponents spied on, Flemming takes the relevant documents. In it he finds various pieces of evidence of his brother's marital infidelity, which were apparently used against him. Karl and Bernd Flemming meet, Karl suspects Sonders of having written the threatening letter in order to generate more sympathy for him, that he had nothing to do with it. Koch meets with Sandra, who suddenly has a lot of money when Sandra pays with a large bill in a shop and the saleswoman recognizes the bill as a flower, Koch remembers that Sonders recently had a problem with counterfeit money because he made several flowers from one Had pulled the ATM.

Flemming visits the photo studio that had taken the poster photos for Karl's election campaign on behalf of Sonders and takes them with him. Meanwhile, Harry calls Karl again to blackmail him, but this time Karl remains unimpressed. Meanwhile, Flemming lets Sonders join the presidium and confronts him with the espionage campaign of the group, for which Sonders also works, against Karl, Sonders denies having known about it. Koch asks Sonders about Harry, he admits that Harry was active as a "cleaner" in the campaign team, but he had to be separated after he became violent out of jealousy about Birgit, who broke up with him. Harry had delivered newspapers on the night of the murder, but was fired because he had not delivered all of the copies, so his alibi has broken. Harry couldn't have gotten to the flower that Sandra had paid for through his work, as Sonders paid his helpers by bank transfer. Sonders finally admits that he ran after Harry after he was kicked out of the team and charged him with cash to shoot Karl's armored car in order to stimulate his election campaign. However, nobody should have been injured, the shot should have been fired with a normal projectile that would have been thrown off the armored glass pane, he also admits to writing the threatening letter. Particularly assured that he would never have expected that Harry would shoot with a steel bullet and murder Birgit. Flemming and Koch go to the shared apartment, Sandra already knows that Harry is the culprit and gives the officers one of the steel projectiles. Sandra also tells the officers that Harry is armed on the way to Karl. Flemming and Koch rush to Karl, Flemming also tells his brother that his party will take him against Dr. Münzel wants to exchange as a candidate. Flemming can't prevent Harry suddenly showing up and shooting his brother and slightly injured, Harry is arrested. While Flemming is heading towards retirement on his boat, Miriam Koch marries her friend Heinz Dombrowski.
