Construction department employee Kranich provides the police with lists of all employees who have access to the archive. He is then calmed down by phone from antique dealer Meyer, the murderer. This brings his client up to date.

Miriam Koch calculates the timing and comes to the conclusion that security guard Kampmann was murdered before the alarm went off. As a result, the perpetrators would have been in the building beforehand.

Meyer attaches an explosive charge under a manhole cover. On this stand, of all people, Koch and Ballauf, who are reviewing one of the many potential targets from the development plans. They find that they cannot monitor every manhole cover that is on the Queen's route during her visit to Düsseldorf. Flemming watches the television pictures with the Queen on his day off with his son Ingo. Helmer from the Federal Criminal Police Office takes over and leads Flemming to the security staff. There he is introduced to high-ranking officials as the man who saved the Queen's life. All actors are very tense. After 7 hours, Flemming & Co. can finally leave. Helmer suggests it could have been an IRA action . Flemming sees it differently. But the attack could not have been aimed at the Queen.

Construction department employee Kranich is pulled out of traffic with a syringe in the ankle on the way back from the away game in Dresden . The autopsy is based on outside influence. The camera recordings from the fan block, interviews with those around him and the search of his apartment lead the inspectors to antiquarian Meyer. Without blinking an eyelid, he answers the questions asked. After a brief consultation with his client, he takes his passport and leaves the antiquarian bookshop . The files suggest a typical secret service legend .

Flemming visits Ms. Marquardt - the widow of the BKA employee who was murdered by the bomb. He can win your trust. She tells him that a former State Security Colonel turned to her husband. He had documents about a Stasi agent in the BKA. Everything points to Helmer as a mole . Meanwhile, Ballauf pursues Meyer at breakneck speed. Shortly before the Dutch border there is a showdown . The murderer can be struck down with two blind shots. Helmer is lured there by a feint. The moment he is about to unpack, there is an ambush. Flemming can arrest Hörster, the second man in the town hall. When interrogated by Police Director Gelsdorf, Helmer denies everything.
