The 19th stage of the 2007 Tour de France on July 28th was 55.5 kilometers long and led the riders from Cognac eastwards through the Charente department in the Poitou-Charentes region to Angoulême . It was the second and last individual time trial of the tour.

In contrast to the first individual time trial on the 13th stage , the entire time trial course was flat and a typical course for rouleurs with long straights. Only on the way to the second intermediate time measuring point at race kilometer 35 in Saint-Genis-d'Hiersac had to overcome a small but easy climb. The other intermediate time measurement points were the race kilometers 17.5 in Siginge and 50.1 at Point Média. The refreshment point for the drivers followed after 26.5 kilometers in Rouillac .

Wim Vansevenant from Predictor-Lotto , 141st at this point and last in the overall standings, 3:45:01 hours behind the leader in the overall standings, Alberto Contador , was the first driver to start at 11.20 a.m. This was followed by all drivers with the exception of the top 20, who started at an interval of three minutes, every two minutes. While the day's favorite, time trial world champion Fabian Cancellara , rolled onto the track at 12.32 p.m., Contador followed as the last starter in the field at 4.20 p.m.

The Belgian Leif Hoste and Fabian Cancellara fought the first duel of the day . After Hoste had set the first target times at the three measuring points and at the finish, Cancellara followed, who had big plans after his poor performance in the first time trial. At first he was able to undercut Hoste at the first intermediate time, but fell further and further behind and finally finished the time trial in twelfth place with a time of 1:05:39 hours and thus 2:55 minutes behind the winner. By the time the last riders started, the American George Hincapie , the Spanish time trial champion José Iván Gutiérrez and the Russian Wladimir Karpez Hostes had beaten time and were at the top of the ranking.

With Levi Leipheimer and Cadel Evans , who were rated better than Contador in the time trial, two drivers had theoretical chances of their first overall victory in a three-week tour of the country. Leipheimer started the race 59 seconds behind Evans, who was 1:50 minutes behind Contador. At the first measurement point, Leipheimer undercut the best time held by the Russian Karpez by 39 seconds, while Evans and Contador also stayed below this, but had already lost time on Leipheimer. In the second intermediate time, Leipheimer also equalized the previous best time and had already made up 34 seconds of the 59 seconds gap on Evans. Evans, on the other hand, had halved the gap to Contador at this point, which was only 55 seconds. These trends continued at the third intermediate time measurement point, 5.4 kilometers before the finish line. Leipheimer, who was still in the lead, was only eight seconds behind Evans and Contador's lead over Evans had melted to just 32 seconds. At the finish, Levi Leipheimer finally secured his first stage win in the Tour de France with a 51-second lead over Cadel Evans, who had already finished the first individual time trial behind Alexander Vinokurov, who was later convicted of doping, in second place. Third place went to Vladimir Karpez, 1:56 minutes behind. Alberto Contador crossed the finish line in fifth, 2:18 minutes behind the day's winner.

In the overall standings, Alberto Contador was able to defend the yellow jersey with a lead of 23 seconds over Cadel Evans. Behind them, Levi Leipheimer shortened his deficit to 31 seconds in third overall. Contador also extended his lead in the youth competition to Mauricio Soler . In the points classification, Tom Boonen remained at the top, as did Soler in the mountain classification. The Discovery Channel team , which placed three drivers in the top five of the daily standings, defended the lead in the team classification, in which the Caisse d'Epargne team took second place. Before the stage, the Basque Amets Txurruka was recognized by the Euskaltel-Euskadi team as the most combative driver of the entire tour.
