The Bavarian District Assembly is one of the four central municipal associations in Bavaria with its headquarters in Munich . All seven Bavarian districts (not: administrative districts ) belong to it. Until September 30, 2013 his name was Association of Bavarian Districts .

history

After the overthrow of the monarchy in 1918 and the first direct election of the district assembly, at that time still called district assembly - according to the then designation for today's districts, the then eight Bavarian districts merged in 1919 to form the Bavarian District Assembly. The main task was to protect the districts' newly acquired right to self-government.

As part of the conformity, the Bavarian District Association was dissolved after the National Socialist seizure of power by the "Law on the German Municipal Assembly" of December 15, 1933 and transferred to the "Bavarian State Office of the German Municipal Assembly ", which was a forced amalgamation of all German municipalities and municipal associations. This communal unit organization was largely subject to National Socialist supervision. At the same time, the districts were renamed "districts" following the Prussian nomenclature.

In 1946, the districts were re-established as the third municipal level by the Bavarian constitution under the name Kreise. After the Bavarian District Code was passed in 1953, the district council presidents of the now seven Bavarian districts formed a working group in 1954, which existed as a staff association until 1978. The Association of Bavarian Districts was founded in 1979 and recognized as the fourth municipal umbrella organization with equal rights. It was not until January 1, 1990 that the association was granted the status of a corporation under public law .

The founding president of the association was from 1979 to 2003 the Swabian state politician Georg Simnacher . He was followed from 2003 to 2013 by Manfred Hölzlein , President of the District Assembly of Lower Bavaria, and from 2013 to 2018 by Josef Mederer , President of the District Assembly of Upper Bavaria.

On October 1, 2013, the Association of Bavarian Districts was renamed to its current name.

Franz Löffler (CSU) has been president since 2018 , the first deputy is Barbara Holzmann (Greens), the second deputy is Rainer Schneider (Free Voters).

tasks

The aim of the statutes is to promote and strengthen local self-government. As the representation of its members in relation to the state government and the state parliament , the Bavarian District Assembly has assumed the following tasks:

  • Participation in legislative work
  • Representation, information and advice for members
  • Cooperation with the other central associations
  • Further education and training of the district staff
  • Press and public relations

The internal work is mainly characterized by

  • the organization of conferences and forums, which serve either to exchange ideas and / or to resolve special questions;
  • Advising its members;
  • arranging contact with other interest groups and organizations;

General Assembly

The general assembly is the highest body of the association and determines the local political guidelines of the association's policy. It currently consists of 71 delegates and meets once a year.

Bureau

The Presidium manages the affairs of the association as an executive branch and represents it externally. Responsibility of other association organs is given (see below). It consists of the president, the vice-president, the treasurer and the managing director of the association.

Main committee

The main committee is responsible for the matters assigned to it by the association assembly or the executive committee. It is more than a "small association meeting" in that it has to be involved in "all fundamental matters" by the Presidium. The original task is to appoint representatives of the association to other bodies, associations and committees. The main committee is also composed of the Presidium, the District Assembly Presidents who are not part of the Presidium and 20 other District Assembly members - a total of 29 members. The main committee meets at least three times a year.

Technical committees

The specialist committees support the work of the organs by providing advice and preparing the relevant decisions in their field of work. Seven permanent specialist committees are currently set up:

  • Technical committee of the district main administrations
  • Technical Committee for Social Affairs
  • Expert Committee for Psychiatry and Neurology
  • Expert committee of the health facilities of the districts
  • Technical Committee for Environmental Protection and Fisheries
  • Expert committee for culture and youth work
  • Technical committee for press and public relations.

Office

The Bavarian District Assembly has an office in Munich , which is managed by the executive member of the presidency. 6 units are set up in this office.

The office of the Bavarian District Assembly has its premises in Munich.

In addition, the Bavarian District Assembly, together with the other central municipal associations, maintains the " European Office of Bavarian Municipalities " at the European Union in Brussels .
