The Ordinance on Noise Mapping (34th BImSchV) is a federal government ordinance that applies to the mapping of ambient noise and specifies the requirements for noise maps in accordance with Section 47c of the Federal Immission Control Act (BImschG).

It was enacted on the basis of § 47f BImschG, which was inserted into the law with the law for the implementation of the EC directive on the assessment and control of environmental noise with effect from June 30, 2005.

The EC Directive should set out a common concept to prevent, prevent or reduce, preferably harmful effects, including nuisance, caused by environmental noise. The measures to be taken are

  • the determination of exposure to environmental noise using noise maps according to assessment methods common to the member states,
  • informing the public about environmental noise
  • on the basis of the results, the development of action plans by the Member States with the aim of reducing environmental noise.

The calculation methods for the noise mapping are also specified.

The definitions given by the EU have been adopted. These definitions inter alia a. the following:

  • Metropolitan area: Area with more than 100,000 inhabitants and a population density of more than 1,000 inhabitants per square kilometer;
  • Main thoroughfare: a road with an annual traffic volume of more than three million vehicles;
  • Main railway line: a railway line according to the General Railway Act with a traffic volume of more than 30,000 trains per year;
  • Major airport: a commercial airport with more than 50,000 movements annually;
  • Industrial or commercial premises on which one or more systems are located in accordance with Annex I of Directive 96/61 / EC of the Council of September 24, 1996.
  • Representations on the noise maps in 5 dB isophone bands.

In addition - in contrast to the European directive - shipping ports with a total throughput of more than 1.5 million tons per year are also to be mapped. The EU did not provide any information on the size of a port from which it should be taken into account in the noise mapping.

In contrast to the previously applicable standards in Germany, the following noise indices have been introduced from the Environmental Noise Directive:

  • Daily value 6 a.m. - 6 p.m.,
  • Evening value 6pm - 10pm,
  • Night time 10pm - 6am,
  • 24-hour value 0–24 o'clock

Only the night time between 10 p.m. and 6 a.m. is comparable with the noise calculations customary in Germany. The other time periods have no equivalent in the previous German regulations on noise.
