The ordinance on immission values for pollutants in the air (22nd BImSchV) established immission limit values in the air for sulfur dioxide , airborne dust , lead and nitrogen dioxide on the basis of European guidelines . In addition, threshold values for ozone were set. The immission value for lead was 2 µg / m³ as an annual mean value.
In order to be able to check compliance with these limit values, calculation methods for the measured values were introduced.
The federal states were obliged to set up measuring points for monitoring and to take appropriate countermeasures if the immission values were exceeded. One measure could also be an air pollution control plan .
In addition, the competent authorities should inform the population if the threshold values for ozone are exceeded. A warning should be issued from a one-hour mean value of 360 µg / m³, as from this concentration there can be a risk to human health.
In September 2002 the law was revised, with the title being changed to the Ordinance on Immission Values for Pollutants in the Air . In 2004, the provisions on ozone were transferred to the thirty-third ordinance for the implementation of the Federal Immission Control Act . Both ordinances were finally replaced in 2010 by the thirty-ninth ordinance for the implementation of the Federal Immission Control Act (ordinance on air quality standards and maximum emissions) .
