The ordinance on immission values ​​for pollutants in the air (22nd BImSchV) established immission limit values ​​in the air for sulfur dioxide , airborne dust , lead and nitrogen dioxide on the basis of European guidelines . In addition, threshold values ​​for ozone were set. The immission value for lead was 2 µg / m³ as an annual mean value.

In order to be able to check compliance with these limit values, calculation methods for the measured values ​​were introduced.

The federal states were obliged to set up measuring points for monitoring and to take appropriate countermeasures if the immission values ​​were exceeded. One measure could also be an air pollution control plan .

In addition, the competent authorities should inform the population if the threshold values ​​for ozone are exceeded. A warning should be issued from a one-hour mean value of 360 µg / m³, as from this concentration there can be a risk to human health.

In September 2002 the law was revised, with the title being changed to the Ordinance on Immission Values ​​for Pollutants in the Air . In 2004, the provisions on ozone were transferred to the thirty-third ordinance for the implementation of the Federal Immission Control Act . Both ordinances were finally replaced in 2010 by the thirty-ninth ordinance for the implementation of the Federal Immission Control Act (ordinance on air quality standards and maximum emissions) .
