The ordinance on the limitation of emissions of volatile halogenated organic compounds (2nd BImSchV) applies to certain surface treatment, dry cleaning and textile finishing and extraction systems and regulates, among other things, the admissibility of input materials, the operation and monitoring of these systems.

scope of application

The regulation applies to the operation of plants that use solvents

deploy. Surface treatment systems (e.g. chemical cleaning systems, systems for surface cleaning of electronic components) and extraction systems are affected .

Input materials

The 2nd BImschV contains a number of specific requirements for input materials:

  • Carcinogens , germ cell mutagens or substances toxic to reproduction must be replaced as far as possible ( Section 2 (1)). Where this is not possible, strict emission requirements apply.
  • Only tetrachloroethene , trichloroethene or dichloromethane in technically pure form may be used on volatile halogenated hydrocarbons . It should be noted that trichlorethylene is classified as carcinogenic and should therefore be replaced as far as possible. Nevertheless, trichloroethene and dichloromethane may not be used in the operation of dry cleaning and textile finishing plants ( Section 2 (2)). Trichlorethylene is also not used in extraction systems.
  • In addition, halogenated organic compounds other than hydrocarbons can be used. These include, for example, hydrofluoroethers .

Requirements for the systems

The systems for surface treatment, as well as chemical cleaning and textile finishing systems, must be operated closed, exhaust gases must be fed to a separator. The separated halogenated solvents are to be recovered. The 2nd BImschV contains limit values ​​for the remaining emissions. Corresponding limit values ​​also exist for extraction systems.
