Administration 2000 was the code name for the line I Armed Organs / National People's Army (NVA) with the responsible Main Department I (HA I) in the Ministry for State Security (MfS) of the GDR .

When the MfS was founded, the administration in 2000 initially worked as a defensive intelligence service for the armed organs . From 1956 to the dissolution of the MfS in 1990, its main task was to shield, secure and monitor all persons in the Ministry of National Defense (MfNV) including the border troops of the GDR and the military intelligence service of the NVA .

The 2000 administration was structured centrally. The main department I had its seat as the highest service unit in the MfS-Dienststelle Schnellerstraße in Berlin-Niederschöneweide . The department of the Ministry of National Defense (MfNV) in Strausberg was responsible for the administration for the ministerial area and the directly subordinate organizational areas (Org areas), but also an independent department that was responsible for the Ministry of National Defense at the Strausberg location.
In the command commandos of the armed forces , the border troops and the military districts there was a service unit with department status (endowment colonel ) for the respective entire organizational area, but in turn was also an independent subdivision (with the staff of a department , endowment colonel lieutenant ) for the respective management staff itself and the military and civilian personnel in the barracks area concerned. The principle continued through the large associations, the military academy "Friedrich Engels" , officers' colleges and other teaching institutions to the brigades , regiments , independent battalions and equivalent organizational areas. At the regiment / battalion level, two members of the 2000 administration (top lieutenant to captain ) were deployed. In independent companies, for example FuTK of the radio technical troops LSK / LV , employees in the rank of lieutenant / first lieutenant were deployed.
According to its own understanding, the 2000 administration was the “shield and sword of the party” in the NVA. The partner organization was, among other things, the KGB shielding service at the GSSD management team .
Working method, recruiting and work clothing
Contrary to the generally accepted and thus conspiratorial way of working of secret services, it was intended to a certain extent for employees of the administration 2000 to deal openly with the NVA members.
The management staff in 2000 consisted of NCOs with and without porters , ensigns and officers of the MfS, the NVA and the border troops. At the troop unit or unit level, specialists who were familiar with the local conditions and who knew individual people as well as possible were in demand. The soldiers and civilian workers, on the other hand, knew the persons responsible for them in Administration 2000 face to face.
The members of the Administration 2000 basically wore the standard uniform of the unit of their special area of responsibility, but also had unrestricted authority to wear civilian clothes. They also wore the usual awards and decorations, up to and including the MfS graduate badge . They had personal service vehicles with civil and military registration as well as civil and NVA license plates, which enabled them to act independently of the NVA vehicle fleet. Members of the administration in 2000 were basically "permanent arms bearers". The Makarow pistol (9 mm) was used as standard armament.
Powers
The members of the Administration 2000 were not under the authority of the commanders , commanders , bosses or heads of their respective areas of operation. However, they were authorized to take part in service meetings, exercises and missions through to social events without giving reasons. For the latter, they were mostly guests of honor of the respective hosts.
Personnel decisions that were relevant to safety in certain degree (from VS-secret up), such as the personal knowledge authorization to reserve frequencies of radio stations special safety-relevant radio services , could not be taken without the express consent of the Management 2000th
Similar to the Military Shielding Service (MAD) in the Federal Republic of Germany, the members of the administration in 2000 had secure service rooms and ECM- hardened means of communication as well as special identification documents to legitimize the special powers and access rights.
In the area of responsibility of the administration in 2000, there was a high level of penetration with unofficial employees (IM) and officers on special operations (OibE). In addition, the participation of NVA officers or specialists - without IM or OibE status - was quite common in the defense against technical reconnaissance equipment of the NATO armed forces.

Administration in 2000 began its work in the early 1950s, initially in the Department for Special Use / Department I / 3 of the main administration training for VP readiness, with around two dozen employees under the leadership of Karl Krug . In VP comrades' circles, the nickname "Karl-Heinz" was soon circulating for the employees, which lasted until the 1980s, but was increasingly replaced by the nickname "V-Null". In addition to these nicknames, other names were also circulating. In the troop, the individual employee of the administration 2000 was also called employee 2000 ; behind the hand also "rubber ear". For the administration itself, the designation "company" or "2000" was also common.
By 1989, the administration grew to the largest service unit of the MfS with 2319 employees in 2000 and was abolished without replacement by March 1990 after the political reunification and peaceful revolution in the GDR .
