Kesha explained the idea behind the music video and the video shoot experience during an interview with MTV News . She said that the music video was different from her previous ones and that she wanted to show a sexier side of herself with this music video.

The music video for We R Who We R shows an "underground party". The video starts with futuristic lights. Kesha has tied her hair in a ponytail, she wears black and gray make-up, chains, torn stockings and a glittering shirt. She walks through the 2nd Street Tunnel with a group of people. Individual scenes also show Kesha with strong eye make-up and rhinestones, which were attached to her eyebrows. In the middle of the music video you can see several cars drive to a place where the party continues. Kesha changes her outfit and is now wearing a shirt with the flag of the United States and pink hot pants. At the end of the music video you see Kesha on the roof of a building; the music stops and Kesha falls backwards from the roof. She is caught by her party members and the music continues. In the final scenes, Kesha and her party members perform erotic dances. In the final scene, Kesha smiles at the camera and the music video ends.
