White IT is an alliance that has set itself the goal of developing measures to combat child pornography on the Internet . Representatives of the network industry, the IT industry, the investigative authorities and medical, social and victim protection associations work together on the basis of a Memorandum of Understanding . The name White IT was chosen analogously to the term Green IT .

Development of the Alliance

The alliance was founded on November 27, 2009 in Berlin on the initiative of Lower Saxony's Minister of the Interior, Uwe Schünemann, to combat child pornography on the Internet. As part of the alliance, it should be worked out what is medically or from the point of view of the victims desirable, meets with social acceptance, is technically possible and legally permissible. The White IT eV association was founded in May 2011 for activities that contribute to the goals of the alliance and require their own legal framework .

In order to put the discussion on a scientifically sound factual basis and to develop the measures in a targeted manner, a study on the distribution channels of child pornography on the Internet was carried out by Bernd-Dieter Meier and Arnd Hüneke from 2010 to 2011 by the criminal science institute at Leibniz University Hannover . Based on the results of the study, according to which the World Wide Web only plays a secondary role in the distribution, the deliberations within the alliance focus on reliably recognizing known child pornographic content, for example in order to help the investigating authorities sift through confiscated material to facilitate. A key role is played by the use of hash values (digital fingerprints, so to speak ) of known child pornographic content, which is collected centrally at the Federal Criminal Police Office in the so-called PERKEO database and made available to the State Criminal Police Offices. The further procedure should be derived from the assessment of the suitability, as well as the legal and social classification of this topic.

The White IT Symposium has been held annually since 2010 as an interdisciplinary specialist forum on the subject of protection from child pornography.

After the change of government in Lower Saxony in January 2013, White IT was continued by the new Interior Minister Boris Pistorius . In March 2014, the work of White IT was positively highlighted in a plenary session of the Lower Saxony state parliament by the MPs Björn Thümler (CDU) and Andrea Schröder-Ehlers (SPD).

In order to strengthen self-assertion even in small children and to sensitize parents to the topic of "sexual abuse", the alliance White IT published Pixi books in December that are supposed to address the topic in a child-friendly manner. In November 2015, the contact officers at the Hanover Police Department were given 5,000 new copies. In 2013, a book from the Pixi Wissen series was published for older children to prepare them for safe use of the Internet. In 2013, an ideas competition was started at CeBIT in order to develop further ideas with which means the self-assertion and problem awareness of children and young people can be strengthened. In March 2014 Microsoft announced that it would provide the White IT alliance with the PhotoDNA solution it had developed itself for work in Germany.

Study on the distribution routes

The study on the distribution channels was presented on May 2, 2011 at the Federal Press Conference in Berlin. The final results are as follows:

  • Only in a minority of cases was it obtained or distributed for money. These are primarily “beginners” who pay money for content that is actually freely available. However, the relevant sites often have fraudulent intentions or distribute malware .
  • Most of the perpetrators did not acquire or distribute child pornography on the World Wide Web , but in peer-to-peer networks or in closed user groups. The main motivators here are striving for profiling and mutual exchange.
  • A clear majority of the cases uncovered go back to police investigative work, not to reports.
  • The use of undercover investigators in the closed user groups is currently failing due to the practice in the scene of requiring newcomers to pass a so-called "chastity test", i. H. to contribute child pornographic content yourself.
  • In the cases that were prosecuted, there were serious cases of child pornography (severity seven to nine on the so-called COPINE scale ). Only if there is clear evidence are there indictments after the investigation, but then almost always convictions.

With this study there is for the first time a scientific basis for the distribution channels.

criticism

Christian Bahls, founder of the victims' association MOGiS e. V. (Misuse Victims Against InternetSperren) and member of White-IT criticized in December 2011 in a lecture at the 28th Chaos Communication Congress : “In the White-IT alliance there are of course also reasonable actors. However, I see the actual protection of victims fading into the background. On the other hand, the projects that seem to establish a new control and monitoring structure are advancing more and more. ”After Christian Bahls' voting rights on the Program Management Board were withdrawn, MOGiS eV stopped working with the White IT alliance on September 28, 2012 .
