The 1995/96 season was the third regular staging of the first division , the second Czech ice hockey division . In the playoffs, HC Slezan Opava and HC Přerov prevailed, both of which qualified for the extraliga relegation , while HC Lev Hradec Králové relegated to the 2nd division.

In the main round, each of the 14 teams played a total of 40 games. The four best-placed teams qualified directly for the second play-off round, while the teams in places five to twelve went into the play-offs in the first round. The two last placed had to play in the relegation to stay up. Each team received two points for a win and one point for a draw. No points were awarded for a defeat after normal time.
