Asser caper
Asser Kuveri Kapere (born June 11, 1951 in Omaruru , South West Africa ) is a Namibian politician and diplomat and was chairman of the Namibian National Council from 2005 to 2013 . He has been a member of SWAPO since 1975 and in the party's central committee since 1997.

Asser Kapere is a teacher for elementary and secondary schools trained at the University of Namibia and holds a diploma in public administration from the Namibia University of Science and Technology (2001).
Career
Asser Kapere worked as a teacher at St. Theresa Secondary School in Tses in 1974 and 1975 .
From 1992 to 1993 Kapere was Commissioner of the Western Region (now the Erongo Region ), since 1993 he has been a councilor of the Arandis constituency and was also governor of the Erongo region (1993-1999). Since 1999 Kapere has been the representative of the Erongo region in the Namibian National Council.
Between 2002 and 2005, Kapere was Vice Minister for Public Work, Transport and Communication . From then until 2013 he was Chairman of the National Council.
Kapere has been the ambassador to Botswana since the end of November 2018 .
