Beginning in 1967, the film tells a story of Andreas Baader and the RAF , which at the beginning is close to historical events, but gradually slips into the fictional as the events progress . Realistic recordings of the events at the time - demonstrations against the Shah of Persia, the death of Benno Ohnesorg or appearances by Rudi Dutschke - are interwoven with the scenes.

In a second storyline, the film describes the actions of the state against the terrorist group, led by the fictional head of the BKA , Kurt Krone, played by Vadim Glowna . In one scene, Krone and Baader meet and a collaboration is suggested, similar to that illustrated in Fassbinder's film The Third Generation .

At the end of the film, contrary to the story, Andreas Baader is shot while being arrested in a showdown with the police.
