Bernd J. Hartmann
Bernd J. Hartmann (born November 13, 1973 in Recklinghausen ) is a German teacher of constitutional law and administrative lawyer . He teaches public law , business law and administrative science at the University of Osnabrück . His research areas also include legal history .
Life
After graduating from high school Petrinum in Recklinghausen studied Hartmann 1994-1999 Law at the Universities of Münster and Paris Descartes . He finished his studies with the first state examination in law at the Hamm Higher Regional Court . In 2001/02 a graduate degree followed at the University of Virginia School of Law in Charlottesville , which Hartmann completed with a Master of Laws (LL. M.). Hartmann received his doctorate in 2004 in Münster with a dissertation on the subject of popular legislation and fundamental rights , which was supervised by Bodo Pieroth and which was awarded the Harry Westermann Prize . The legal preparatory service that Hartmann performed at the Düsseldorf Regional Court between 2003 and 2005 led him to the Federal Constitutional Court, among others .
In 2005, after taking the second state examination in law , Hartmann returned to the University of Münster as a research assistant and academic advisor . Based on the habilitation thesis Public Liability Law. Economization - Europeanization - Dogmatization the University of Münster granted Hartmann the license to teach public law and administrative sciences in 2011 . The habilitation thesis was awarded prizes from the faculty and the university. As a habilitation student, Hartmann was a member of the Junge Kolleg of the North Rhine-Westphalian Academy of Sciences and Arts (2008–2011).
After holding a professorship at Heidelberg University (Institute for Constitutional Law , Administrative Doctrine and Legal Philosophy ) in the 2011/12 winter semester , Hartmann was offered a professorship at Osnabrück University in 2012. There he was appointed university professor for public law, business law and administrative sciences in 2013. His inaugural lecture dealt with the topic “ Freedom of service - necessary reinforcement or contradicting limitation of subjective rights ?”. In 2014 Hartmann was elected chairman of the Lower Saxony regional association in the German University Association. Hartmann held the office for two electoral terms until 2018. In the 2015/16 academic year, Hartmann was dean of the law faculty at the University of Osnabrück, before that he was pre-dean and then vice dean. Hartmann has been Managing Director of the Institute for Local Law and Administrative Science at the University of Osnabrück since the 2016/17 winter semester. Since the summer semester 2017, the university professor has been presenting the Best Paper Award as a book prize for the best student work in each of his lectures and seminars . In 2019 Hartmann turned down a call to the Distance University in Hagen for a W3 professorship for public law, in particular administrative law, and a basic subject.
In September 2019 he was one of about 100 constitutional law teachers who, with the open appeal for the right to vote, Downsized the Bundestag! turned to the German Bundestag .
Hartmann is married and has three children.
