Burkhard Lenniger (born April 21, 1955 in Lemgo ) is a German documentary filmmaker , screenwriter , cameraman , film editor , director and film producer .

Live and act

Burkhard Lenniger joined the North Rhine-Westphalia police force in 1973 , where he built a. a. the SEK in Bielefeld , was taken over into the service of the criminal police of the state of Lower Saxony and was u. a. active in the local state criminal investigation department for state security. He was retired in 1989 due to cancer.

From 1990 onwards he devoted himself to documentary films with a focus on water, nature and technology. Lenniger is self-taught . His film " Nigehorns , a new bird protection island grows out of the sea " received the rating valuable in 1991 from the Wiesbaden film evaluation office . As a result, Lenniger received the order from ZDF to edit and produce a contribution about the island of Nigehörn for the program “Telezoo”. A total of seven of his films received the film rating of the Wiesbaden film evaluation office. His films have received 30 national and international awards and distinctions.

In 1993 Lenniger had the ship oriole built for 455,000 marks (approx. 220,000 euros) , which he could let dry in the Wadden Sea of the North Sea in order to shoot his nature photos.

His wife Angelika, a biology teacher, supported him in his work.

The couple lives in Otterndorf near Cuxhaven .

Litigation about the oriole

Due to additional tax claims of around 60,000 euros in 2002 and 2003 due to the presumed private use of his ship Pirol , Lenniger led several years of disputes with the tax authorities . Various regional and national media reported on the conflict.

Lenniger demanded recognition of all costs for the Oriole as a pure work and research ship. However, his contradictions at the Cuxhaven tax office, the involvement of and attempts at arbitration by Lower Saxony politicians at the time, such as the Green MP Hans-Jürgen Klein, Finance Minister Hartmut Möllring , CDU MP David McAllister and Prime Minister Christian Wulff , were just as unsuccessful as a lawsuit at the Lower Saxony Finance Court . The Higher Regional Court of Celle rejected Lenniger's lawsuit against a senior tax officer for perversion of the law .

In a case before the Federal Constitutional Court (2005) Lenniger referred to the in the Basic Law securitized artistic freedom and the right to free choice of employment. This and another constitutional complaint filed in 2006 were rejected because the legal process had not been exhausted.

Legal dispute with Mecklenburg-Western Pomerania

In the course of a legal dispute with the Ministry of the Environment in Mecklenburg-Western Pomerania , Lenniger had the state treasury seized. The ministry had given him the job of filming the flood disaster on the Elbe in 2002 , mostly from a helicopter. The taxpayers' association included this case in its 2006 black book " Public Waste ".
