Catherine Namugala (born January 2, 1966 ) is a Zambian politician .

Catherine Namugala is a member of the Movement for Multi-Party Democracy (MMD) and has been a member of the National Assembly for the Isoka- East constituency since the 2001 election in Zambia . She held office as Deputy Foreign Minister, in 2004 as Deputy Minister for Local Development and Social Services, from April 1, 2006 as Deputy Minister in the Office of the Vice President. In October 2006 she was appointed Minister for Local Development and Social Services.

Catherine Namugala can be called populist. She wrote sentences like: "Four out of five reports from Africa are negative." And "The tourism sector in Zambia is dominated by strangers who take away the local people's money and transfer it abroad." The disadvantage of women is one of her central issues, as well as their demand that Zambia should pursue an industrial policy that encourages locals, since foreign investments are too expensive for the country. Her appointment as deputy minister in the vice-president's office met with general surprise in the press.
