Felix Mutati

Felix C. Mutati (born January 29, 1959 ) is a Zambian politician of the Movement for Multi-Party Democracy (MMD).

Life

Mutati completed a degree in accounting , which he completed with a Bachelor of Accountancy (B.Acc.). He then worked as an auditor and became a member of the UK Association of Chartered Certified Accountants (ACCA). He was elected for the first time as a member of the National Assembly of Zambia as a candidate for the Movement for Multi-Party Democracy (MMD) in the 2001 elections and was re-elected in the 2006, 2011 and 2016 elections and represented the constituency of Lunte until 2016 .

He was Deputy Minister of Finance and was appointed Minister of Energy and Hydropower Development by President Levy Mwanawasa on October 6, 2005. He was confirmed in this office in October 2006 and thus also belonged to the Mwanawasa II cabinet . This appointment was linked to the expectation that he would manage to get a grip on the oil shortage in Zambia due to the high crude oil prices on the world market and the temporary shutdown of the oil refinery in Indeni, as they directly affected the energy-intensive copper production. This was only possible through rationing, which could not remain without consequences for economic growth - even if the production of biofuels was to start in December 2006. Zambia Sugar Plc in Mazabuka could produce 12 million liters of ethanol from sugar cane residues, 15 percent of Zambia's annual demand, and would be able to increase output to 22 million liters by 2010. Mutati wanted to leave pricing to the market and not create any strategic reserves. With these sentences he apparently had the proven oil and gas reserves at Chavuma and Zambesi in mind. In December 2006, as part of a government reshuffle, he took over the office of Minister for Enterprise, Trade and Industry in the second Mwanawasa cabinet. After he died on August 19, 2008, he also held this ministerial office in the cabinet of his successor Rupiah Banda until the end of Banda's term of office on September 23, 2011.

After his re-election as a member of the National Assembly in 2011, he was backbencher and was last a member of the Committee for Economic Affairs, Energy and Labor between January 2015 and May 2016. After the MMD, of which he is president. had lost 52 of their 55 seats in the election of August 11, 2016, he initially resigned from the National Assembly. Shortly afterwards, however, he was named by President Edgar Lungu as the opposition representative for the Patriotic Front (PF) for one of the eight presidential seats in the National Assembly of Zambia. On September 14, 2016, President Lungu also appointed him finance minister in his cabinet . In addition, he has also been a member of the Committee on Reforms and Modernization and the Standing Committee of the National Assembly since October 2016.
