Kabinga J. Pande is a politician in Zambia .

Kabinga Pande was spokesman for the Bank of Zambia.

Since a by-election on March 4, 2005, which became necessary because the previous MP Patrick Kafumukache died on December 3, 2004, Kabinga Pande has been a member for the constituency of Kasempa in the National Assembly of Zambia , since March 2005 Minister for Science and Technology and since 3 December 2004 August 2005 Minister for Tourism, Environment and Nature Conservation. His goal was a million tourists in Zambia in 2010 during the Soccer World Cup in South Africa , which meant that he demanded considerably better roads, at least for the south, and above all thought of opening up the Chinese tourist market. With the threat of forcing the state Konkola copper mining to remove the contaminated sites by a court of law, including Kafue , he struck a completely new political tone.

Pande was President of the Africa Travel Association (ATA) and has been its Vice President since May 17, 2006. At the conference of the World Tourism Organization on September 6, 2005, he complained: "Africa is in competition with the rest of the world for tourists who expect more and more and are becoming more and more choosy."
