Maria Constança Dias Urbano de Sousa (born April 1, 1967 in Coimbra , Portugal ) is a Portuguese lawyer, university professor and politician ( PS ). From 2015 to 2017 she was the Portuguese Minister for Internal Affairs in the Costa I cabinet .

Life

Constança Dias Urbano de Sousa was born on April 1, 1967 in Coimbra as the daughter of Alfredo José de Sousa and mother Maria Clara Pires Dias Urbano de Sousa. Her father, a judge at the Portuguese Supreme Court, was Portugal's National Ombudsman ( Provedor de Justiça ) between 2009 and 2013 .

Urbano de Sousa first studied law at the University of Coimbra and graduated successfully in 1991. After she moved in 1992 to the Studienkolleg Saarbrücken, thereafter at the Europa-Institut Saarbrücken of Saarland University 1994 Postgraduate studies in the European and international law to complete. During this course she was a scholarship holder of the German Academic Exchange Service ( DAAD ) and the Portuguese Association for Science and Technology (Junta Nacional de Investigação Científica e Tecnológica, JNICT). In 1997 she received her doctorate in European law from the same university.

Immediately after completing her doctorate in Germany, in 1998 she became an assistant professor at the private Autonomous University of Lisbon and the Instituto Superior de Ciências Policiais e Segurança Interna . From 2000 onwards, she led courses on European law and asylum matters at the Université libre de Bruxelles (ULB) . Back in Portugal, she lectured as a visiting professor from 2004 to 2006 at the Universidade Nova de Lisboa on equality and immigration law . From 2012 onwards, Urbano de Sousa was Director of the Law Faculty of the Autonomous University of Lisbon, where she also coordinated the doctoral and postgraduate programs.

As legal advisor to the administration of the Calouste Gulbenkian Foundation , which is renowned in Portugal , she also appeared outside of the university environment. She is a member of the Rede Académica de Estudos Jurídicos sobre Imigração e Asilo na Europa (German: Academic Network of Law on Immigration and Asylum in Europe), founded in 1999 . In 2014 she signed up for the Portuguese Lawyers Association Ordem dos Advogados Portugueses to work as a lawyer. Until 2015 she worked as a consultant at the law firm André e Miranda Advogados .

Urbano de Sousa has worked nationally and internationally as a consultant for the European Commission, the Committee of the Regions and the International Center for Migration Policy Development (ICMPD). Between 2006 and 2012 she chaired various international bodies. She coordinated the Justiça e Assuntos Internos (German: Justice and Internal Affairs, JAI) working group of the Representação Permanente de Portugal junto da União Europeia (German: Permanent Representation of Portugal within the European Union, REPER). In 2007 she headed the Comité Estratégico Imigração, Fronteiras e Asilo do Conselho da UE (German: Committee on the Strategy for Immigration, Border and Asylum Policy of the European Council, CEIFA).

Since her resignation as minister, she has returned to teaching at the Autonomous University of Lisbon.

politics

Politically, Urbano de Sousa appeared between 2000 and 2002 as the representative of the Ministry of Internal Affairs in the drafting of the Código Deontológico do Serviço Policial (German: moral code for police work, 2000). In the Sócrates I and Sócrates II Cabinets , she worked as an advisor to the Ministry of Internal Affairs. On November 26, 2015, she was finally appointed Minister of Internal Affairs under Prime Minister António Costa . Urbano de Sousa resigned from his post on October 18, 2017 in response to the devastating forest fires in Portugal in 2017 . Her successor was Eduardo Cabrita .

Urbano de Sousa has been a member of the Portuguese Parliament for the Partido Socialista since October 21, 2017 .

Constança Dias Urbano Sousa is married and lives in Cascais .
