Luís Filipe Carrilho de Castro Mendes (born November 21, 1950 in Idanha-a-Nova ) is a Portuguese politician , diplomat and writer. From April 14, 2016 he was Minister of Culture in the Costa I cabinet , the 21st constitutional government of Portugal led by Prime Minister António Costa .

Diplomatic and political career

After completing his law studies at the University of Lisbon , after the Carnation Revolution in 1974 , Mendes took on first positions with the local minister without portfolio (1974-1975) and then with the Portuguese Foreign Ministry (1975). After he had already been accepted for the diplomatic service in 1974 , he went to work at the Portuguese embassies in Luanda (1977–1979) and Madrid (1979–1982), at the Portuguese Presidential Office (1983–1986), at the embassy in Paris (1986–1991) and to the Permanent Mission to the Council of Europe (1991–1993).

He then headed the Department for South and Central America in the General Directorate for Bilateral Relations in the Ministry of Foreign Affairs (1994–1995) and then became the Office Manager of the State Secretariat (1995–1998).

From 1998 to 2000 he was Consul General in Rio de Janeiro , before becoming Ambassador to Hungary from 2003 to 2007 and Ambassador to India from 2007 to 2009. He then headed Portugal's representation at UNESCO in Paris (2011–2012) and at the Council of Europe in Strasbourg (2012–2015).

In 2016, Prime Minister António Costa appointed him to the post of Minister of Culture as a non-party member.

Development as a writer

Mendes began to publish poems in the youth supplement of the Diário de Lisboa newspaper and in the literary supplement of the República newspaper in the mid-1960s .

His first book, Recados , was published in 1983 . Since then he has published a variety of books related to the lyrical tradition in Portuguese literature . Using personal narration, he deals with individual and collective memory, with a strong awareness of love and death.

His work, which is largely classified as postmodern , characterized by cultural dialogue and aesthetic exchange, has recently shown increasing attention to the fate of humanity and asks questions about the developments in contemporary society.

Since 1985 Mendes has received a number of literary prizes, most recently the Prémio António Quadros for Lendas da Índia (2012). The Portuguese PEN Club awarded him the Poetry Prize in 1992 and the Storytelling Prize in 1996.
