Alto Paraná ( Guaraní : Alto Parana ) is a department in Paraguay , it is one of a total of 17 administrative districts . It was created in 1945 from parts of the neighboring departments of Itapúa and San Pedro . It borders Brazil and Argentina to the east . The Friendship Bridge over the Río Paraná near Ciudad del Este connects the department with Brazil. In Alto Paraná there are two hydropower plants, Itaipú and Acaray . It is the largest soy producer in the country. In addition, large quantities of wheat and maize are grown.
