The Plan (original title The Adjustment Bureau ) is a romantic thriller from 2011 , which is based on the short story Adjustment Team by Philip K. Dick from 1954. The script is by George Nolfi , who also directed. The main roles are played by Matt Damon and Emily Blunt ; the supporting roles are played by Anthony Mackie , Michael Kelly , John Slattery , Terence Stamp and Anthony Ruivivar . The film was released in German-speaking cinemas on March 10, 2011.

David Norris is a young, charismatic, and intelligent Congressman . He runs for the Senate , but ultimately fails because of a long-ago but publicized brawl and a filmed prank at the college meeting. On election evening, after his defeat became known, he apparently met the unconventional Elise in the men's room by chance. Elise hid from the security service there because she disrupted a wedding as a test of courage for herself. This encounter inspires Norris to give a particularly successful speech. Both feel immediately drawn to each other, but they lose sight of each other.

A little later, on the way to work, David runs into Elise again on the bus and she gives him her number. When David arrives at his office, all of his employees are frozen, and strange men in suits and hats are in the building. He is captured and explained that there is a plan for the course of every human life. The men ensure that this plan is carried out. David was supposed to miss the bus. Since it was not planned that he will see Elise again, her phone number is taken away from him. He has to promise not to tell anyone about the men or the plan, otherwise a reset - i.e. a deletion of feelings and memories - would be carried out on him. He will then be released and should go on with his normal life.

Harry, a member of the planning office who should have prevented David from seeing Elise again, goes to see him and answers his questions. He explains to him that David should never or will never see Elise again, as one will keep trying to separate her.

Three years later, David meets Elise again. She is disappointed that he didn't call. He, on the other hand, is aware that he must not take his eyes off her if they are to have a future together. But then the gentlemen of the planning office intervene again by relocating their rehearsal to another dance studio, sending David's friend to the two of them, or preventing the two from kissing by announcing a freshly arrived television team. The attraction of the two to each other is too strong and when David sees Elise dancing, both of them are over. In the following time David and Elise get closer to each other.

The two are developing into a real problem for the planners. Although they do everything possible to separate them, they spend more and more time together, so that they no longer correspond to "the plan". It then turns out that the two were meant for each other in previous versions of this plan. Although the plan has changed, there are still remnants of old plans that keep driving them together and making them feel made for one another.

Thompson, a senior planner, is put in charge of the case. He tells David that they - led by the so-called Chairman - led the people first to the Roman Empire ; after that people should use their free will. After the Dark Ages, the planners intervened again and led them to industrialization . Then the people, again on their own, led the two world wars . The plan for David is revealed to him: he is to become President of the United States and she is a famous dancer. Elise was good for him in "small doses" - but she would have a negative effect on him and his political life and he would prevent her from realizing her dream. David would give up the presidency without hesitation, but does not want to risk that her plan to become an internationally successful dancer and choreographer will fail. That's why he leaves her without her knowing anything about the reasons.

Eleven months later, David is traded as a presidential candidate and is in top form politically; Elise is also successful. David finds out about her wedding plan. Harry takes pity on David and helps him to get undetected like the planning members to Elise to prevent the wedding. In fact, David reached Elise in time for the wedding. However, in order to explain why he left her, he has to tell her about the plan. A team immediately sets out to erase David's memory. Elise hesitantly flees the planners with David to find the chairman who will draft the plan. So Elise and David break into the planning office and are caught and surrounded. In expectation of a "reset" they say goodbye to each other lovingly. But the chairman has changed the plan: Elise and David are allowed to stay together.

Harry at the end of the film suggests that the whole thing was a test: David and Elise were to be forced to discover their free will and how far they would go for what they want. All people should use their free will so that the planning office can one day withdraw again.
