The German Concrete and Structural Engineering Association EV (DBV) is a registered, non-profit, German technical and scientific association based in Berlin . The purpose of the association is to promote science and research in the field of construction. The DBV was founded on December 5, 1898 in Berlin as "Deutscher Beton-Verein EV". The founding members included, for example, Hartwig Hüser , Albert Eduard Toepffer and Conrad Freytag . Since 1999 it has had the current club name.

Purpose of the statutes and fields of activity

The purpose is realized according to the statutes of the DBV, in particular through the scientific further development of the technical principles of concrete construction ( concrete , reinforced concrete , prestressed concrete ) as well as construction technology .

The DBV supports research projects and carries out its own. He brings the findings from research projects into the processing of regulations as well as national and international regulations. The DBV is a member of the AiF and the DAfStb .

In addition, he conducts scientific lecture events to disseminate the results of research and other work of the association in the specialist public and among young professionals, e.g. the German Construction Technology Day.

Another task of the DBV is the elaboration and updating of the association's series of publications as well as other scientific works and publications which, as a scientific collection, make the results obtained from the association's activities available to the general public for practical use. This includes the DBV leaflet collection (e.g. on the subject of exposed concrete ) and the association's booklet series.

The DBV works with other scientific associations and organizations at home and abroad and exchanges the results of its work with other associations and organizations to provide comprehensive information to the general public.

In addition to research and knowledge transfer in the construction industry, the DBV is currently focusing on the following topics:

Construction advice and dispute resolution procedures

The DBV offers technical regional construction advice and regulations on out-of-court dispute resolution procedures in the form of the Dispute Resolution Regulations for the Building Industry (SL Bau). The SL Bau developed the DBV together with the German Society for Building Law eV.

Emil Mörsch commemorative coin

Since 1938, the DBV has been donating the Emil-Mörsch-Denkmünze every two years to honor personalities who have distinguished themselves through special achievements in the field of concrete construction and who have promoted this type of construction.

Rüsch Research Prize and Construction Technology Innovation Prize

In addition to the Emil Mörsch commemorative coin, the DBV awards the Rüsch Research Prize and the Construction Technology Innovation Prize. The Rüsch Research Prize has been awarded since 1983 in memory of Prof. Dr.-Ing. Dr.-Ing. E. h. Hubert Rüsch is awarded to a young researcher at the German Construction Technology Day for a work in the field of concrete construction that arose in his first seven years of work.

Membership structure

The DBV has around 500 members (2019) such as companies, engineering offices, public and private clients, administrations, scientific institutions. The association has "advisory members" and honorary members.

Chair and management

The chairman of the DBV is currently Matthias Jacob (since March 2019). Earlier chairmen were Hartwig Hüser (elected: 1898), then Eugen Dyckerhoff (1899) and later Alfred Hüser (1911) and Walter Nakonz (1937) in the founding phase up to World War II . When it was re-established in 1947 after World War II, Hans Minetti took over the chairmanship, which he held until 1973. Georg Lücking followed in 1985 and Hans Luber in 1999 , and in the more recent past u. a. Klaus Pöllath (2011 to 2019), Manfred Nußbaumer (2007 to 2011), Klaus-Dieter Ehlers (2003 to 2007) and Dieter Rappert (1999 to 2003) chairmen of the DBV.

Wilhelm Petry was the first full-time managing director (1911 to 1936), after which Erich Bornemann took over the management. Peter Misch became managing director in 1966, Manfred Stiller in 1978 and Hans-Ulrich Litzner in 1995. The management is currently in the hands of Lars Meyer (since 2007).

Headquarters of the office

The headquarters of the office has changed several times since it was founded:

  • 1900–1911 office in Biebrich / Rhein at Dyckerhoff & Widmann
  • 1911–1936 office in Oberkassel (in different rooms)
  • 1936–1945 office in Berlin (1936–1939 Grand Admiral v. Koester-Ufer 43, then Friedenau, Schmargendorfer Strasse 25 A)
  • 1947–1948 office in Hamburg (Mönckebergstrasse 11 in the house of Allg. Bauges. Lenz & Co.)
  • 1948–1999 office in Wiesbaden (different rooms, most recently: Bahnhofstrasse 61)
  • 1999 to the present day office in Berlin ( Building Industry House , Kurfürstenstrasse 129, Berlin-Schöneberg)

History of the DBV

The history of the DBV from 1898 to 1998 was described on the occasion of its 100th anniversary. It can be divided into different periods:

From the foundation to the end of the First World War

After the foundation of the DBV on December 5, 1898 in Berlin and the assumption of the chairmanship of the founder and first chairman of the German Concrete Association Hartwig Hüser , who died shortly after it was founded , Eugen Dyckerhoff ( Dyckerhoff & Widmann , concrete works and construction company from Biebrich) set himself up as new and thus second chairman of the DBV from 1899 intensively for clear quality standards for concrete.

Subsequently, the DBV 1904 published “Preliminary Guidelines for the Preparation, Execution and Testing of Reinforced Concrete Buildings ” and in 1905, together with representatives of the Association of German Architects and Engineers Associations, applied to the Reich Chancellor to set up a committee for the German Reich for the Examination of reinforced concrete and the establishment of regulations for reinforced concrete construction.

On January 8, 1907, the " German Committee for Reinforced Concrete" (since 1941 German Committee for Reinforced Concrete, DAfStb ) was founded, in which all German states and all interested groups, science, industry, engineering associations and the building administration are represented. The aim is to develop uniform regulations for the execution of concrete and reinforced concrete structures for all of Germany.

In 1908 there was a new definition of regular membership in the DBV and the establishment of the Economic Commission of the DBV, which was renamed in 1910 as the "Economic Committee". In 1911 he initiated the foundation of the concrete construction employers 'association and in 1917 that of the cement consumers' association. The concrete industry association was founded in 1918 together with the concrete construction employers' association.

In 1909 the DBV rules of arbitration were passed, in which an out-of-court dispute settlement procedure for construction was published for the first time in Germany.

From 1919 to 1932

In 1927 a “Group Austria” of the German Concrete Association (with its seat on the DBV board) was formed, and “Preliminary guidelines for construction control” were adopted. On the basis of a resolution of the DBV General Assembly, the members of the DBV undertake in writing to the association to carry out the construction control tests prescribed by the association and to submit to a review by the association.

The DBV in the Nazi era until the end of the Second World War

In 1936, DBV construction advice was set up for the Reichsbahn and Reichsautobahn construction sites in Saxony. As a result, from 1938 onwards, the association sells “DBV test boxes for testing concrete and its components” and receives the contract from the construction industry group to set up construction consultancies in as many districts as possible. As early as 1939 there were building consultancies in Augsburg, Berlin, Breslau, Stettin and Vienna.

In 1938, the DBV was incorporated into the National Socialist Federation of German Technology (NSBDT) as a technical and scientific association , but was not dissolved. The DBV later also takes over the management of the "Working group concrete construction of the specialist group construction in the NSBDT". The integration has u. a. As a result, the approval of the Main Office for Technology in the NSDAP is required for filling the offices of the DBV chairman and his deputy, for the appointment of the DBV managing director and for the appointment of honorary members of the DBV and for other personal honors . Topics that the association deals with and where it contributes its expertise are “ air protection ” and “building fortifications ”. But civil topics such as the "Execution of concrete foundations and cellar walls made of concrete for residential buildings" are dealt with, and there are committees on topics such as "Concrete strength in buildings", "Vibrated concrete", "Oil tightness of concrete" and the updating of the regulations DAfStb in the series DIN 1045 "Regulations for the execution of reinforced concrete structures" ("Part A"), DIN 1046 "Regulations for the execution of steel stone ceilings" ("Part B"), DIN 1047 "Regulations for the execution of structures Concrete ”(“ Part C ”), DIN 1048“ Regulations for concrete tests when building structures made of concrete ”(“ Part D ”).

Effects of the war that can be recognized for the first time are reported in the annual report of the Executive Board for 1941/1942. The report is much shorter and cannot go into the various activities of the association. The annual report for the period 1943/1944 reports on the formation of committees for "bomb damage to reinforced concrete structures" which now exist in around 40 cities in Germany. There is advice on how the damage to buildings caused by bombs can be limited by structural measures.

After May 8, 1945 , the German Concrete Association was unable to continue its activities as an association active throughout Germany. The office in Berlin was hardly affected by the war events, so that the library and other work equipment were initially preserved. However, in the immediate time after the end of the war, damage and losses occurred.

Re-establishment of the DBV in the post-war years

The political conditions resulting from the division of Germany into the occupation zones made it impossible for the DBV to resume its activities in its old form as a unified association for all occupation zones, and so the DBV was re-established on September 3, 1947 in Hanover , after the last chairman of the DBV before the end of the war, Walter Nakonz , in agreement with former members, had applied to the British military government in February 1946 for approval of the new establishment for the British zone . A few days later, on September 28, 1947, the “Concrete Association Berlin” was re-established. And as early as 1948, the re-establishment and expansion of the DBV construction consultancy were pushed ahead.

In 1949 the DBV asked the DAfStb to limit the number of standards and guidelines. Instead, leaflets are desired which are not mandatory and which are easier to adapt to technical developments.

The development of new test boxes for the construction site testing of cement, aggregates and concrete is completed in 1950. Delivery begins the following year.

For the first time after the war, the DBV general assembly took place again in Berlin in 1952. In the same year the DBV publishes its “Experiences from Building Consultancy” as a loose-leaf collection .

After the establishment of the International Prestressed Concrete Association (FIP) in Cambridge in 1952, the first plenary meeting of the European Concrete Committee ( CEB ) took place in Luxembourg in 1953 . The DBV was accepted as a German FIP group in 1955 at the II. FIP Congress in Amsterdam.

The first awarding of the Dischinger Prize takes place at the German Concrete Day in 1955.

With the establishment of the DBV Research Committee on April 27, 1956, the DBV established a structure to devote more attention to research funding.

As a further development of previous test boxes, the first DBV climate boxes were sold from 1957, and in 1959 a new edition of "Experiences from Building Consultancy" was published as a book.

From the " economic miracle " to the " turning point "

In 1960, a joint ready-mixed concrete committee of the DBV was founded with the transport concrete interest group and a draft was drawn up for the “Preliminary Guideline for the Production and Delivery of Ready-Mixed Concrete ”, which was forwarded to the DAfStb for further processing

In the same year, the research committee approves the first three DBV research projects.

On September 21, 1965, the Güteschutzverband Stahlbeton-Prefabricated Construction (GSV-F) was founded in Wiesbaden jointly by DBV and the Main Association of the German Construction Industry . In addition, in 1967 preparatory work was carried out for the future monitoring of concrete B II construction sites, which was carried out in a test run of the monitoring of concrete B II construction sites (B 450, B 600) in Bavaria and Hesse by DBV-Bauberatung. In the Federal Republic of Germany 1,400 B II construction sites are expected every year, which is why the Güteschutzverband Beton B II construction sites (GÜB II) was founded on July 8, 1970. A "multi-area agreement" on cooperation between the concrete quality protection associations was concluded after the formation of a uniform "concrete quality protection working group" was not possible. On November 30, 1972, the GSV-F general meeting decided to dissolve the quality protection association for reinforced concrete and prefabricated parts. The members can join the GÜB II or the state quality protection associations of the Bund Güteschutz Beton (BGB)

In 1972 new test equipment cabinets were developed instead of the previous test boxes, of which the DBV had sold around 8,500 units in the previous 20 years.

In 1973 the anniversary volume “Welt des Betons” was published on the occasion of the 75th anniversary of the DBV.

In 1974 the new version of the rules of arbitration, developed jointly with the German Society for Construction Law, is adopted.

In 1980, the European concrete associations (including the DBV) held a discussion with the EC Commission in Brussels about building regulations and advocated the future Eurocode 2 as a standard.

In the Seeheim meeting on July 4, 1983 between members of the board of directors, representatives of the main committees and consulting engineers, it was requested that non-binding regulations should be drawn up instead of standards, e.g. B. DBV leaflets. As a result, the first edition of the DBV-Merkblatt-Sammlung was published in 1983, followed by three further editions by 1998. Today the leaflet collection is a compilation of approx. 35 individual leaflets.

At the request of the Institute for Building Technology (IfBt) from 1984, the DBV set up the "Training Advisory Board for Processing Plastics in Concrete Construction " at the DBV on February 5, 1985 - today's name (since 2009): Training Advisory Board for "Protection and Repair in Concrete Construction" at DBV. The IfBt had asked the DBV to develop a course in order to impart the knowledge and skills required for the use of plastics in concrete construction to specialists.

As a consequence, the Quality Association for the Preservation of Buildings (GEB) was founded on November 1st, 1985 on the initiative of the DBV. In 1986 the GEB conducted negotiations with other quality associations for concrete preservation to establish a federal quality association for concrete preservation, which was founded on March 27, 1987. The management rests with the DBV, but the GEB resigns on December 31, 1988 by resolution of the GEB general meeting on June 29, 1988, and the DBV relinquishes the management of the Federal Quality Association.

From German reunification to the present

In 1990 the DBV became active in the new federal states and on July 1, 1990 set up a branch for the GDR in Dresden . In addition, working conferences are organized in the GDR.

The Berlin Concrete Association was dissolved on June 30, 1991, and in the same year two new construction advisory areas (East and Southeast) were set up.

On April 20, 1994, a board meeting was held in Dresden for the first time since reunification , in which the then Prime Minister Kurt Biedenkopf also took part.

On March 17, 1995, on the initiative of the DBV, the European Concrete Societies Network (ECSN) was founded in Wiesbaden.

As a result of a conversation at DBV on October 13, 1995, research projects “ Textile Reinforced Concrete ” are initiated.

In 1999 the name was extended to "Deutscher Beton- und Bautechnik-Verein E.-V." and the office moved from Wiesbaden to Berlin .
