The Second Wiener Vereins-Sparcasse (abbreviated: Second Sparkasse , also: The Second ) is an Austrian credit institute with its seat in the Wiener Landstrasse (3rd district). The "Bank for People Without a Bank" as a socially oriented savings bank is operated exclusively by volunteer employees of Erste Bank and the savings bank group and has no profit targets.

Business purpose and account management

The second Sparkasse has the task of offering banking services to customers in difficult financial situations. You can only become a customer who is referred to the Zwei Sparkasse through one of the cooperating advisory organizations (see below ). Based on this recommendation, the new customer is provided with an account that is limited to an initial period of three years and is managed on a credit basis with no possibility of overdraft.

The account is debited with a so-called "account management deposit" in the amount of 9 euros per quarter, which is, however, paid back to the customer when switching to a conventional commercial bank. The second account will then be closed. Customers are given an ATM card free of charge with which they can make cashless payments worldwide using the Maestro method, as well as withdraw from or pay into their account using the machines in the foyers of Erste Bank and Sparkassen. Furthermore, free transfers can be made and standing orders can be set up.

In addition, Zwei Sparkasse also offers an "open-ended account" to give customers more time to settle their financial problems. In addition, there is also a “supervised account” in cooperation with the debt counseling service, through which the vital and livelihood payments are automatically debited. The account management fee for these two accounts is 9 euros / quarter, which is not refunded to the customer. Upon request, customers can receive a savings account with a better interest rate and a modified model of a build-up home loan and savings contract.

From a cooperation with Wiener Städtische Versicherung , all second customers receive a basic insurance package for their account. This involves free legal advice per quarter, a small accident insurance and, for a premium of 3 euros per month, household insurance, which, as is common in Austria, is combined with liability insurance for the customer and family members living in the household. Furthermore, the Zwei Sparkasse has been holding workshops under the title “I € AN” since 2008, in which apprentices are given advice in small groups on questions of money and informed about possible debt traps.

Legal organization

Second Sparkasse is legally a completely normal full-fledged bank. The difference to conventional credit institutions - as described under " Business purpose and account management " - besides the social orientation is that the Zwei Sparkasse is run exclusively by around 340 volunteers from Erste Bank and the Sparkasse Group and has no profit targets. The board of directors, which is also honorary, currently consists of the chairman of the board, Günter Benischek, as well as Brigitte Guttmann and Gerhard Ruprecht.

The supporting organization of the Die Zwei Wiener Vereins-Sparcasse is the association of the same name, Die Zwei Wiener Vereins-Sparcasse. The seven-member Savings Bank Council, headed by Andreas Treichl, is delegated from the 50 members.

history

founding

Second Sparkasse was founded on the initiative and with funds from the ERSTE Foundation . The statutes of May 15, 2006 were adopted at the founding meeting and approved by the Financial Market Authority in September of the same year. On October 21, 2006, the company was incorporated in the commercial register at the Vienna Commercial Court . On November 21, 2006, the first branch in Vienna- Leopoldstadt , which is also the company's headquarters, was opened in the presence of Federal President Heinz Fischer .

Customer development

Second Sparkasse started operations on October 4, 2006, as well as its first customers. At the end of 2007, the second had around 1,300 customers with around 1,800 accounts in three branches with 268 volunteers. At the end of 2018 there were around 8,100 customers across Austria.

In accordance with the business model, around 4,500 second customers have been successfully transferred to another bank or savings bank.

  • 2006: 20th Greineck Senior Prize from ORF to Evelyn Hayden for “The Second Wiener Verein-Sparcasse” (submitted by ERSTE Foundation ).

  • 2008: Operating Concession of the association Fair Finance (2nd place, awarded in April 2009).
  • 2010: TRIGOS 2010 - nomination for the special prize “Measures against poverty and social disadvantage” (among the best 29 of 166 projects).
  • 2011: Sozialmarie 2011 for the debt prevention project "I € AN - Workshops for a good start in your money life" (4th prize - 1000 Euro prize together with the debt counseling service Vienna and Jugend am Werk ).
  • 2012: Dubai International Award For Best Practices To Improve The Living Environment Award (joint award from UN-HABITAT and the city administration of Dubai ).
  • 2013: Trigos Austria 2013 in the EU category "Best Partnership: Large Companies " as part of the "1. European CSR Awards ".
  • 2017: In June 2017, the two founding board members Evelyn Hayden and Gerhard Ruprecht were awarded the Golden Decoration of Honor for Services to the Republic of Austria. In September 2017, the chairwoman of the board of the Second Sparkasse, Evelyn Hayden, retired after eleven years of voluntary work.
  • 2019: In January 2019, the Vienna branch of the Second Sparkasse including the official company headquarters moved from the Glockengasse in the 2nd district to the Schweizer Garten in the 3rd district.
