The Druga Crnogorska Liga 2008/09 was the third season of the second highest Montenegrin football league. The season started on August 17, 2008 and ended on May 30, 2009.

The twelve teams competed against each other in three rounds, so that 33 match days had to be completed. The teams that finished in the first six places after 22 games had an additional six home games, the teams in the lower six places had five home games.
The first in the table rose directly to the Prva Crnogorska Liga 2009/10 , while the second and third were promoted through the relegation games. The last two placed had to relegate to the Treća Crnogorska Liga .
