Eberhard Koelsch
Eberhard Kölsch (born March 15, 1944 in Weidenstetten , Ulm district ; † October 12, 2015 in Windhoek , Namibia ) was a German diplomat .
Life
Eberhard Kölsch studied political science and history at the universities in Freiburg im Breisgau , Kiel , Grenoble and Tübingen . He was a Research Fellow at Columbia University in New York ; After completing his PhD , he joined the Foreign Office in Bonn .
He was an attaché at the Permanent Mission to Germany at the United Nations in New York (1973–1974), worked in Section 203 of the Foreign Office for "Mediterranean Issues, Portugal, Spain, Italy, San Marino, Holy See, Greece, Turkey, Cyprus, Malta and the Order of Malta ”in the Foreign Office (1974–1975) and Deputy Ambassador to Port-of-Spain (1975–1979). From 1979 he was responsible for “France, Andorra, Monaco, Belgium, Netherlands, Luxembourg, Austria, Switzerland, Liechtenstein” in Unit 202 in the Western Europe section. From 1981 to 1983 he was coordinating secretary for Franco-German relations in the Foreign Office. After heading the “Security, Disarmament / Arms Control” department in the London embassy (1983–1986), Kölsch was deputy head of the “Strategic Issues” department at the Foreign Office in Bonn from 1983 to 1986.
On May 15, 1990, Kölsch became the deputy consul general and head of the economic department in New York. In 1999 he moved to the Foreign Ministry in Bonn as deputy head of Section 204 “United States of America with the outlying areas in the Caribbean, coordination of German-American inter-social cultural and information policy cooperation”. In 1999 he became deputy head of the political department at the Federal Foreign Office.
From 1999 to 2003 he was Deputy Ambassador and Director of the Common Foreign and Security Policy of the EU (CFSP) program and European Correspondent at the German Embassy in Washington, DC
From July 2003 to August 2005 he was Ambassador to Mexico and from 2005 to 2009 Permanent Representative to the Council of Europe in Strasbourg . He was then involved in various bodies of the Council of Europe, including as head of a think tank of the North-South Center of the Council of Europe in Lisbon and European Correspondent of the Foreign Office.
Kölsch was married to Elke geb. German; the marriage has two children. He was Vice President of the International Club La Redoute, Bonn eV
