Franz Emil Emanuel von Burchard (born August 8, 1836 in Königsberg (Prussia) , † April 25, 1901 in Charlottenburg ) was a German politician and state secretary in the Reich Treasury of the German Empire .

Studies and professional career

From 1855 to 1858 he studied law at the University of Berlin and the Ruprecht-Karls-Universität Heidelberg . From 1856 he was a member of the Corps Guestphalia Heidelberg .

In 1862 he joined the Prussian tax administration as an assessor . In 1868 he was appointed government councilor in Gdansk .

In 1876 he joined the Reich Chancellery as an unskilled worker and two years later was appointed lecturer in what was then the Treasury Department of the Reich Chancellery. As such, he was a member of the Tobacco Quete Commission and the Customs Tariff Commission. In 1879 he represented the government draft of the customs tariff bill in the Reichstag .

State Secretary in the Reich Treasury

After the treasury department was hived off and the Reich Treasury Office was founded on July 24, 1879, he became director of the office. In this function he played a key role in the introduction of new customs laws .

After the previous State Secretary Adolf von Scholz was appointed Prussian Finance Minister in July 1882 , Burchard was his successor as State Secretary. In this role, he led the introduction of new tax laws, but also the conclusion of trade agreements with foreign countries. In 1883 he was raised to the nobility . In 1884 he was appointed to the Prussian State Council. In November 1886 he accepted his dismissal as State Secretary due to illness. His successor as State Secretary was Karl Rudolf Jacobi .

In 1887, however, he was appointed President of the Prussian Maritime Trade .

His grave is in the old cemetery of the Sankt Matthäus-Gemeinde Berlin .
