According to its own account, Ende Terrain is "a Europe-wide alliance of people from many different social movements" of the anti-nuclear and anti-coal power movement , which has been organizing a major campaign every year since 2015 (two in 2017 and two in 2019) in German lignite mining areas . The Federal Office for the Protection of the Constitution describes the alliance as “ influenced by left-wing extremists ”.

Demands and Goals

The end of the terrain sees itself as part of the movement for climate justice and "for the global preservation of the environment and for lived solidarity with our fellow human beings worldwide, especially those who are already threatened by the climate crisis." The movement calls for an immediate coal exit as well a "profound, socio-ecological change" by a "shift away from fossil capitalism " ( " system change not Climate change ", " system change instead of climate change "). This includes the demand for the preservation of the villages threatened by open- cast lignite mining . According to the Berlin intelligence service to geriere end area only in his public image as a climate-player to disguise that fact further, anti-democratic goals were being pursued.

Procedure and form of action

According to its own statements, the campaign had 59 local groups in Germany as of July 2019. a. support in mobilizing for the mass actions, but also plan your own smaller actions. There are also individual groups in Belgium , the Czech Republic , France , Italy , Austria , Sweden , the Netherlands and Switzerland . As a spokeswoman for the end of the terrain, u. a. Nike Mahlhaus , Sina Reisch and Tadzio Müller appear.

As a form of action, Endegebiet uses "announced mass blockades of civil disobedience " as a "symbolic and conscious violation of legal norms" with the aim of "directly preventing an injustice situation". The movement regularly meets at alliance meetings in different cities; the work is organized in several working groups (AG): Action AG, Action Logistics AG, Anti-Repressions AG, Homepage Editing, Camp AG, AG Internationales, Sani AG, Mobilization AG, Finance AG, Moderation AG, process AG, police contact AG, press AG, small group "against the right". According to the Berlin Office for the Protection of the Constitution, the alliance “accepted at least approvingly” and “positively assessed attacks on police officers”. Ende Terrain contradicted this.

The Alliance sees itself carried "by people from the anti-nuclear and anti-coal movement, from the preparatory groups of climate camps in the Rhineland and Lausitz, from the forest occupation in Hambach forest , climate policy grassroots initiatives and citizens' groups , as well as major environmental organizations , from left political groups and others ”. The left-wing extremist organization Interventionistische Linke lists the end of the terrain as a “project” on its homepage and, according to investigations by the Office for the Protection of the Constitution, was “significantly involved in the organization and mobilization of the days of action” and proved to be “a reliable and active partner” in the alliance. According to the Office for the Protection of the Constitution, "the IL also rated the protest as a great success and sees starting points for further actions."

In addition to the publication of conventional press releases for communication, the alliance uses a variety of channels for external communication.

According to its own information, the work of the alliance is financed 100 percent from donations. In addition to money, materials, food, clothing, blankets and other things are often donated. The work in the alliance, which is not registered as an association, is done on a voluntary basis, fees or wages are not paid. Expenses arise mainly from the procurement of demonstration materials, operation of the camp infrastructure including meals, travel expenses and the use of digital infrastructure. With the donations received, Ende Terrain also compensates farmers whose land was damaged by participants in the campaigns, e.g. B. during the campaigns in the early summer of 2019 with amounts between several hundred and several thousand euros per field.

Classification by the protection of the constitution and criticism

The Federal German Office for the Protection of the Constitution sees an instrumentalization by left-wing extremist groups such as the Interventionist Left and derives a classification as “ left-wing extremist influenced” from this. The interventionist left is openly committed to working at Endegebiet. The end of the terrain, however, sees neither in this nor in the demand for overcoming capitalism a breach of the constitution.

In its 2019 annual report, the Berlin Office for the Protection of the Constitution locates the 30-member local branch of the alliance in the left-wing extremist spectrum. This assessment is based on the fact that the ostensibly pursued motives of anti-capitalism and anti-fascism, according to left-wing extremist understanding, in truth imply the rejection of the liberal-democratic basic order . The left-wing extremist Interventionist Left describes itself as an integral part of Endegebiet.

According to the Berlin Office for the Protection of the Constitution, left-wing extremist actors from Ende Terre denounce the alleged inactivity of those responsible in politics and business with regard to global warming. They would use young people's experiences of frustration to target extremist demands and attack the political system as a whole. According to the investigation by the Office for the Protection of the Constitution, the form of protest of civil disobedience is strategically defined in order to create a bond between climate activists and left-wing extremists.

In 2019, after the blockade of the Garzweiler opencast mine, investigative proceedings and the like were launched against several people from the ranks of the Alliance a. initiated for trespassing , freeing prisoners and resisting law enforcement officers . Numerous activists in the group have been sentenced to prison terms for resisting law enforcement officers. In this context, the North Rhine-Westphalian Interior Minister Herbert Reul criticized the "violent actions from the ranks of Ende Terrain ".

The classification as left-wing extremist met with criticism in the red-red-green government coalition in Berlin and resulted in the demand by the Left Party and the Greens in Berlin for the protection of the constitution to be dissolved. This demand is supported by the federal associations of the party youth organizations Green Youth , the Left Youth Solid and parts of the Jusos .
