At the end of 2019 there were major campaigns by a movement for climate justice . The end-of-terrain alliance thus continued the previous year’s actions of civil disobedience . In the Rhenish lignite mining district , especially in the Garzweiler opencast mine , they were directed against the coal-fired power generation of RWE Power AG from June 21 to 23 and, citing climate justice and climate protection , demanded “not only phasing out coal, but also radical social change”. For the period from November 29th to December 1st, protest actions in the Lusatian lignite district were announced together with Fridays for Future .

In January 2019, the Commission for Growth, Structural Change and Employment recommended phasing out coal by 2038 in its final report, which was criticized as inadequate by both scientists such as Commissioner Hans Joachim Schellnhuber and environmental associations. The 2018 climate protection report was also published in February, according to which Germany would miss the climate protection targets it had set for 2020.

On Thursday, June 20, the EU heads of state and government were unable to agree on CO 2 neutrality by 2050, as Poland, Hungary and the Czech Republic in particular raised objections.

On Friday, June 21st, the Fridays for Future movement called for international protests for climate protection in Aachen, with a total of 40,000 people from 16 countries taking part. The police warned in advance of an instrumentalisation by Ende Terrain, which was called a "targeted attempt at division" and led to a solidarity between Fridays for Future and Ende Terrain. It was assumed that participants in the Fridays for Future demonstration would also take part in the end of the terrain.

On Friday, June 21, 2019, the end of the terrain began to block the north-south coal line between the Garzweiler opencast mine and the Neurath power plant . From Saturday there were blockades of the Hambachbahn and the occupation of the opencast mine itself, so that RWE stopped the operation of four of six production units. At the same time there was another demonstration by Fridays for Future along the opencast mine to Keyenberg , which is to be dredged for the opencast mine. On June 23, 2019 it was reported that the blockade of the Hambachbahn in the morning and the occupation of the open-cast mine ended at noon. The railway line to the Neurath power plant has not yet been cleared. At 1:15 p.m., Endegebiet issued a press release declaring that the blockade had ended. In total, over 6,000 people took part in the protests.

In connection with the protests, representatives from Endegebiet reported police violence, police officers used batons and pepper spray so that some people had to be treated in hospitals. Among other things, one of the injured suffered a fracture of the base of the skull . In addition, some participants could not have left the station forecourt Hochneukirch or Viersen at times - for up to 13 hours - which the police justified with capacity problems. Police reported 16 officers injured.

November / December: Lusatian lignite mining area

The third global climate strike took place on September 20, in which around 1.4 million people in Germany took part. On the same day, the federal government presented its climate package , which was criticized as inadequate by the opposition, environmental groups, scientists and also by parts of the SPD involved in the government. Ottmar Edenhofer , director of the Potsdam Institute for Climate Impact Research , described it as a “document of political discouragement”, since it would not allow the goals that we had set for 2030 to be achieved. The 2019 UN climate summit was held on September 23 , at which the most important emission countries also did not present any ambitious measures. The 2019 UN Climate Change Conference took place from December 2 to 13 .

On Friday, November 29th, protests for more climate protection took place worldwide, in Germany over 600,000 people took part. On Saturday, several thousand activists started blockades in the Welzow-Süd opencast mine in Brandenburg and the Jänschwalde opencast mine, which has been closed for the time being since September 2019, and in the United Schleenhain opencast mine in Saxony . Fridays for Future and the “All Villages Remain” initiative, which is directed against the demolition of localities, supported the campaign. After a few hours of the blockade, the activists left the opencast mines in the afternoon. According to the police, three police officers were slightly injured, otherwise no arguments were reported, even if there had been threats and calls for violence from right-wing extremists, among others, in advance.

Investigations into criminal offenses and criticism

In 2019, after the blockade of the Garzweiler opencast mine, investigative proceedings and the like were launched against several people from the ranks of the Alliance a. initiated for trespassing , freeing prisoners and resisting law enforcement officers . In this context, the North Rhine-Westphalian Interior Minister Herbert Reul criticized the "violent actions from the ranks of Ende Terrain ". The alliance accused Reul of secret agreements with RWE in which, among other things, a "threat scenario" had been set up to justify further large-scale police operations against, among other things, the occupation of trees in the Hambach forest. The allegations of violence against Endegebiet turned out to be largely unfounded after the weekend. "According to police spokeswoman Petra Wienen, injuries were mostly to limbs, for example from ankle twisting or falls. A wound had to be stitched, an officer had circulatory problems. It is unclear how many of the injuries were caused directly by activists."
