Falur Rate Laek ( tetum "the dove without a grave" ), also Lali Asan , real name: Domingos Raul (born July 9, 1955 in Samaliu , Loi-Huno , Portuguese Timor ) is an East Timorese officer.

Career

Colonel Falur Rate Laek (2018)

Falur Rate Laek was born the fourth of twelve children. He attended elementary school in Loi-Huno from 1964 to 1968. In 1973 he started an intensive school course.

Falur Rate Laek was a member of the Forças Armadas de Libertação Nacional de Timor-Leste (FALINTIL), which fought against the Indonesian occupation from 1975 . First he helped with the logistics and mobilization of the population in Ossu to resist. From January 1976 to September 1977 he had a position in the Eastern Sector, before he was used again in the Central-East Sector as a company commander from September 1977 to 1978. In mid-1978 he became platoon leader (Commander Pelutaun) here . On April 4, 1979, Falur Rate Laek surrendered in Viqueque after spending three years in the wild. He later became a member of the Rayat Terlatih , an auxiliary unit of the Indonesian armed forces , but at the same time worked undercover since 1980 for the Milícia Popular de Libertação Nacional (MIPLIN) as second in command. After the Kraras massacre in 1983 he deserted the Indonesians with his weapon, as did other soldiers of East Timorese descent, and rejoined the FALINTIL. From August 1983 to April 1, 1984 Falur Rate Laek was second in command of the third company in the Centro-Leste sector , and the year after that, from May, he was first in command of company A of the fourth unit in the same sector. From April 1985 to 1989 Falur Rate Laek took over the function of political commissioner for the region from Viqueque to Same and as secretary of region 2 ( Baucau and Viqueque ). In 1997, Falur Rate Laek became FALINTIL commander and secretary of Region 3 (Viqueque, Manatuto , Aileu , Same ). In 1999 the FALINTIL fighters gathered in four camps in preparation for the peace agreement. Falur Rate Laek went to the camp in Uai-Mori in July.

During the interim administration of the United Nations for East Timor (1999-2002), Falur Rate Laek was initially coordinator of the cooperation between FALINTIL and the interim administration of the United Nations and INTERFET in the northern border region, then the official liaison officer between FALINTIL and INTERFET, or the UN peacekeeping force . In 2001 he completed the first course for officers and NCOs in Aileu . With the creation of the Defense Forces of East Timor (F-FDTL) in the same year, Falur Rate Laek was appointed Lieutenant Colonel of the Army of Independent East Timor (F-FDTL). In 2003, President Xanana Gusmão appointed him to the Commission for the Collection of Data on Veterans of the Liberation Struggle. In 2007 Falur Rate Laek became commander of the 1st Battalion and in 2008 commander of the F-FDTL training center Nicolau Lobato in Metinaro . On January 14, 2009 Falur Rate Laek was promoted to Colonel (Coronel) for his services in " Operation Halibur " . On October 6, 2011, he was appointed Chief of Staff ( Chefe do Estado-maior das Forças Armadas CEMFA), after having held the post on an interim basis since August 2010.

In the dispute between President Taur Matan Ruak and the East Timorese government over the rejuvenation of the management level of the army, there was speculation that Falur Rate Laek would go to the reserve as brigadier general. The plan was then not implemented. In August 2016, Falur Rate Laek was re-elected as Chief of Staff for another term until 2017. After the 7th government took office , President Francisco Guterres followed Prime Minister Alkatiri's proposal and on October 5, 2017, extended the term of office of Falur Rate Laek and the existing FDTL leadership for another year, which meant another change to the military law.

On June 8, 2018, he was promoted to Brigadier General and on October 1, he was appointed Deputy Commander-in-Chief of the F-FDTL, succeeding Filomeno Paixão .

Others

Falur Rate Laek was awarded the Ordem da Guerrilha on December 7, 2006 by President José Ramos-Horta . In May 2017, Falur Rate Laek also received the Ordem de Timor-Leste (Insígnia). He is also the holder of the Medalha de Mérito (East Timor) , the Medalha Halibur and the Portuguese Medalha de D. Afonso Henriques (1st class).

Falur Rate Laek is President of FC Lica-Lica Lemorai from Viqueque and since February 24, 2018 first Vice-President of the Federação Futebol Timor-Leste (FFTL).

His battle name refers to his desertion from the Indonesians. He is the dove, symbol of the future of East Timor, which escaped the grave, the Indonesian auxiliary force. "Falur" ( German  Taube ) also stands with its letters for "FALINITL", "Armadas" ( German  armed ), Libertasaun ( German  liberation ), "Unidus" ( German  united ) and "Rezistensia" ( German  resistance ).

Falur Rate Laek speaks Tetum , Makasae , Portuguese and Bahasa Indonesia . He has been married to Rosa Maria Quintão since 1982. Together they have three daughters and one son.
