Filomeno da Paixão de Jesus (born March 27, 1953 in Bobonaro , Portuguese Timor ) is a former officer in the Defense Forces of East Timor (F-FDTL). As a non-party, he has been East Timor’s Defense Minister since 2018 .

Paixão comes from the west of the country . In 1973, after seven years, he graduated from secondary school at Liceu Dr. Francisco Machado exits . Paixão completed the doctoral course for generals from June 2010 to June 2011 in Portugal and also completed postgraduate studies in law at the Universidade Nasionál Timór Lorosa'e (UNTL) between 2007 and 2012.

From September 1971 to August 1975 Paixão worked in the colonial financial administration of Portuguese Timor and in 1974 was one of the founders of the Associação Social Democrática Timorense (ASDT), later FRETILIN . Here he became Vice Secretary for Justice in November 1975.

When Indonesia occupied its neighboring country East Timor in 1975, Paixão joined the FALINTIL armed resistance . Here he was platoon leader in Liquiçá (March to June 1976), then chief in the Liquiçá sub- district until September and secretary of the Liquiçá region until November 1976. From January to November 1977 Paixão was in command of the Fronteira Norte resistance sector . When the situation became too critical and there was a risk of death from illness and hunger, Paixão contacted the Indonesian armed forces in Fatubessi . On February 7, 1979, the majority of the military and civilian leaders of Fronteira Norte surrendered to the Indonesian Battalion 512. In the context of Pope John Paul II's visit to East Timor, the Indonesian army took preventive measures to arrest potential troublemakers in order to demonstrate for independence to prevent. Among them was again Paixão, who was arrested in June 1990 and taken to the military base in Dili .

To regain independence in 2002, the FALINTIL was transferred to the new East Timorese army from 1999 under the supervision of the United Nations . Paixão had held the rank of lieutenant colonel since February 1, 2001 and was head of logistics from February 2001 to March 2004. From February 2004 to April 2006 he was in command of the Navy, permanent secretary at the Ministry of Defense until September 2007 and deputy military commander in chief of the armed forces until August 2008. Paixão headed Operation Halibur in early 2008 and accepted the surrender from rebel leader Gastão Salsinha . From August 2008 Paixão headed the planning office “Forças 2020” and from January 14, 2009 he was Colonel (Coronel) commander in chief of one of the armed forces. In January 2010 he became Chief of Staff (Chefe de Estado-Maior) . On October 6, 2011, he was promoted to brigadier general and deputy commander of the armed forces.

On February 9, 2015, President Taur Matan Ruak Paixão appointed the new military commander in chief of the F-FDTL to succeed Lere Anan Timor . However, this met with opposition from the government and parliament, who had called for an extension of the term of office of Lere Anan Timor due to their right to propose. Finally, on April 15, an agreement was reached on the nomination of Pedro Klamar Fuik as the new Chief of Staff. Lere Anan Timor was to continue in command until the handover. After that, he and Paixão should either retire or go into reserve. However, the change of office did not take place during the term of office of President Taur Matan Ruak. In October 2015, the government recommended extending the terms of office of Lere Anan Timor and Filomeno Paixão. Paixão thus got a third term of office, which was not actually provided for under current law. After taking office in the VII government , President Francisco Guterres followed Prime Minister Alkatiri's proposal and extended the term of office of Filomeno Paixão and the existing FDTL leadership for another year on October 5, 2017, which meant another change to the military law.

In 2018 Paixão was nominated as Defense Minister of the Eighth Constitutional Government of East Timor , which is why he submitted his departure from the F-FDTL. However, he was absent from the swearing-in ceremony on June 22nd. There were administrative problems. The formal discharge as deputy commander had not yet taken place administratively. The president can issue the dismissal, but only at the request of the government , which was absent. On July 5th Paixão was appointed Minister of Defense by President Guterres and sworn in on July 9th.

family

Paixão is the son of Miguel Faria de Jesus and Norberta Ximenes de Jesus. Filomeno Paixão is married to Maria José doe Mártieres de Carvalho. The couple have five children.

Awards

In 2017 Paixão received the Ordem de Timor-Leste (Insígnia). He was previously awarded the Medalha Halibur for his services as head of Operation Halibur .
