Georg H. Jeitler (born September 27, 1979 in Vienna ), actually Georg Hans Jeitler , is an Austrian entrepreneur, management consultant , economic forensic scientist and expert . He gained notoriety through his work as an appraiser for courts and public prosecutors etc. a. in the corruption complexes of the Telekom affair and the Tetron affair .

education

Georg H. Jeitler completed his school career in Baden near Vienna and passed his Matura in 2000 . He then enrolled in business administration at the Vienna University of Economics and Law and law at the University of Vienna , but mainly devoted himself to developing the company he founded shortly before graduation.

Professional background

Jeitler gained his first professional experience from the mid-1990s as an organizer of commercial events, in regional journalism and from the end of the 1990s as a seminar trainer and in the graphics field.

In 2000 he founded an advertising agency that still exists today, which he and his wife built into a communications agency in the following years. The various service areas were gradually expanded to include management consulting in the following years.

Starting out as a consultant for a client, Jeitler also worked in the field of organic construction from 2008 to 2012 and gained initial experience in the start-up area. He initiated the establishment of a biological prefabricated house company, of which he is a partner to this day. Georg H. Jeitler teaches in higher education, for example at the IMC University of Applied Sciences Krems on communication topics and at the Johannes Kepler University Linz on business topics in the field of white-collar crime. Telecom affair

Jeitler first became known in 2013 through his work as an expert in the various negotiations of the Telecom Affair III. and IV., in which he had to deal with advertising and consulting services as well as lobbying activities relating to illegal party financing, together with the book experts Matthias Kopetzky and Martin Geyer . The short-term identification of a new witness by Jeitler and a petition for bias caused a stir, but the court rejected this as unfounded.

The proceedings ended with various convictions u. a. against the defendants Rudolf Fischer , Peter Hochegger , Klaus Wittauer and Gernot Rumpold .

Carinthian "Brochure Affair"

The financing of an advertising brochure in the design of the BZÖ by the state of Carinthia as part of the Carinthian state elections in 2009 led to an investigation in which Jeitler was called in as an expert by the public prosecutor's office for business and corruption in 2014/2015 . The expert report submitted by Jeitler during the preliminary investigation was made public and, based on the Neue Zürcher Zeitung , led to detailed reports on the cause even before the charges were brought.

In 2017 the indictment took place u. a. against the former Carinthian governor Gerhard Dörfler , his former spokesman Stefan Petzner and the former provincial councilors Harald Dobernig and Uwe Scheuch . The trial was turned around by the confessions of individual defendants and an expansion of the indictment. During the negotiation, Jeitler provided his expert opinion on the assignment of the content and the advertising value of the brochure in question.

The proceedings ended u. a. with convictions against the accused.

Tetron affair

In 2015 Jeitler was under the commonly called blue-light radio affair known Tetron affair involved, in which the recoverability of these consulting services in the lobbying area by the accused Alfons Mensdorff-Pouilly examined. The classification of the actions of the accused, known as a lobbyist, as "amateurish actions" and his description as "not a lobbyist in the professional sense" was widely taken up by the media.

The trial ended in convictions.

Alcohol campaign of the Ministry of Infrastructure (BMVIT)

In the context of a dispute about the 2009 award of a campaign against drink-driving by the Federal Ministry for Transport, Innovation and Technology and the alleged takeover of intellectual property between two advertising agencies advertising the contract, Jeitler acted as an expert and determined that the commercials matched.

Corruption suspected in the sports section of the Ministry of Defense (BMLVS)

In response to parliamentary inquiries, it became known that Jeitler was working as a reviewer for the revision department of the then Federal Ministry for National Defense and Sport in 2015 and 2016.

During the period in question, an expert was called in by the ministry to clarify a suspicion of corruption relating to awards in the sports sector, and investigations were carried out by the business and corruption prosecutor's office . On the basis of a decision by the Federal Administrative Court on a suspension that had apparently taken place in this matter, Jeitler's activity was ultimately traceable due to his specialist areas and the abbreviated surname, despite anonymization.

The outcome of the proceedings is still unknown.

Mediaselect affair

From 2012, the Austrian judiciary investigated suspicion of hidden party donations in the period from 2002 to 2008 in favor of the Austrian People's Party (ÖVP), which had been processed by the Mediaselect agency . In August 2013, Jeitler was appointed as one of two experts. He submitted an interim report in 2015 as well as his main report in August 2018, in which it was established, at the expense of the accused, among other things, that services "of no significant equivalent value" and "could not be determined to have been provided in any form customary by third parties" .

Based on a report by the news magazine profil , Peter Pilz in particular criticized the fact that Jeitler had points of contact with the Austrian People's Party during the National Council election campaign in 2019 : Jeitler's wife Carmen Jeitler-Cincelli was about four years after Jeitler's appointment in 2017 for the Austrian People's Party National Council drafted, and personnel changes in the People's Party in 2017 had meant that a former school colleague of Jeitler, Axel Melchior , had been appointed Federal Managing Director of the ÖVP. Jeitler had disclosed this to the public prosecutor, together with the fact that he also knew the new party leader Sebastian Kurz and the new general secretary Elisabeth Köstinger . Documents leaked to the media led to corresponding reporting. The public prosecutor's office confirmed to profil that the disclosures had been made and that there was no indication of bias.

Concept of performance artifacts

With regard to the forensic procedure relating to the intrinsic value of consulting services, Jeitler developed the term performance artifacts for specifying the traces of service provision and the associated analysis models, which he presented in 2018 at the 9th Anti-Fraud Management Conference of the German Institute for Internal Auditing presented to the specialist public in Düsseldorf.

The term performance artifact refers to products from consulting projects. Jeitler differentiates between primary performance artifacts , which usually include expected and archived documents such as invoices, offers or reports - thus primarily intentionally created documents - and secondary performance artifacts , which denote traces of a performance that were often not intentionally created or archived for documentation, for example Deadline entries or information gathering from third parties and necessarily in the project management.

Secondary performance artifacts can typically only be found during detailed testing and inspection and require the multi-iterative formation of working hypotheses as well as detailed specialist knowledge of the processes to be expected and the relevant areas of activity. A general external frame of reference and a specific analysis framework for the positive hypothesis are used for a closer classification . There are in this case positive hypotheses made about the project structure in the case of actually made implementation of the consulting project, and negative assumptions about a sham consulting project and the related transactions and fraudulent activities .

Finding a certain structure of performance artifacts and analyzing them ultimately creates an interpretable picture of the existence of actually performed services.

Volunteering

Georg H. Jeitler was involved in various associations and voluntary organizations, such as the Red Cross and the volunteer fire department, during his school days. He was school spokesman and federal deputy chairman of a nationwide school organization.

Jeitler has been active in various voluntary professional group representation functions since 2006. In 2011 he was appointed to the Austrian Advertising Council as a member of the Senate. He is a founding member and former vice president of the Lower Austria Marketing Club.

Georg H. Jeitler is a member of the Rotary Club Wien-Hofburg, of which he was President in 2017/2018.

Georg H. Jeitler is married to the entrepreneur and member of the National Council Carmen Jeitler-Cincelli and has three children. He lives and works in Baden near Vienna.
