The GTÜ Society for Technical Supervision Ltd. (abbreviation: GTÜ mbH ) is in Germany next TÜV Süd , TÜV Nord , TÜV Rheinland , TÜV Thüringen , TÜV Hanse , TÜV Hessen , TÜV Saarland , DEKRA  and  KÜS  an officially recognized monitoring organization in accordance with Annex VIIIb of the Road Traffic - Admission regulations . The GTÜ works with around 2,500 test engineers  and experts throughout Germany and is based in  Stuttgart .

The experts are concerned mainly with the technical review of power and utility vehicles , accident reports and other services related to road transport and automotive technology. The GTÜ Technical Service also carries out  the EC type approval on motor vehicles as part of  vehicle homologation. In addition, the GTÜ has expanded its monitoring activities to the areas of building and system security as well as quality monitoring during construction and operates subsidiaries such as the certification body.

GTÜ's shareholders are the Working Group of Motor Vehicle Experts (AGS), the AGS Expert Associations, the Federal Association of Publicly Appointed, Sworn and Qualified Experts (BVS) and the Federal Association of Freelance and Independent Motor Vehicle Experts (BVSK).

Technical service of the GTÜ

The technical service of the GTÜ has been named by the Federal Motor Transport Authority (KBA) as a test laboratory according to DIN EN I SO / I EC 17025 and 17020 for vehicles, systems, components and independent technical units since 2009 . With over 350 test procedures, all vehicle classes and most systems can be type-approved on the basis of European legislation. The individual approval of vehicles is offered nationwide by over 130 experts.

GTÜ Academy

The GTÜ Academy organizes around 1200 days of seminars a year in the field of qualification and further training for test engineers and experts. For the qualification as a motor vehicle test engineer, the GTÜ Academy is approved by the Employment Agency as a carrier according to AZAV, which results in funding opportunities.

Further training for test engineers is offered at over 60 locations. To round off the offer for test engineers, advanced training courses have also been available via e-learning since 2008. Since 2009 the GTÜ Academy has also been involved in the qualification of authorized signatories for the technical service.

Publications

With numerous publications for motorists and professional workshops which GTÜ informed extensively about how road safety can be increased in traffic. The publications include guides, checklists, specialist information or the results of various product comparison tests such as B. on summer and winter tires.

Quality systems

The GTÜ has developed various quality systems that are mainly used in the vehicle workshops. This includes the GTÜ environmental seal , workshop audits and tests as well as the status report according to the GTÜ system for used vehicles . In the construction sector, the quality systems of the GTÜ building seal document the quality of the construction work carried out.

GTÜ Anlagensicherheit GmbH

GTÜ Anlagensicherheit GmbH is notified as a notified body (certification body and testing laboratory) for conformity assessment procedures for placing elevators on the market. It is an approved monitoring body and AwSV expert organization. 

GTÜ Certification Body GmbH

The GTÜ Certification Body GmbH is accredited by the DAkkS, German Accreditation Body . It certifies companies according to DIN EN ISO 9001.

GTÜ ATE EL AG

In 2013, GTÜ and the Luxembourg homologation specialist ATE EL S.á.rl founded a joint company, GTÜ ATE EL AG. This participation led to synergy effects for both partners and to the expansion of the service portfolio. Audi, BMW, Mercedes, Porsche and VW, as well as customers such as Iveco, Hymer, KTM and Touratech benefit from the now expanded homologation offer for all vehicle types and components for obtaining type and individual approvals to Germany (E1) and Luxembourg (E13) .

The Federal Association of Publicly Appointed, Sworn and Qualified Experts eV (BVS) founded the GTÜ in Munich in 1977 under its President Hans J. Altmeier. The original purpose of the company was the technical monitoring and inspection of systems and vehicles of all kinds. In 1981 the GTÜ was reorganized into an expert organization by 110 independent motor vehicle experts as GTÜ contractual partners in Stuttgart.

With the 8th Amendment of the Road Traffic Regulations, the new Annex VIII and thus the opening of Section 29 StVZO came into force in 1989 (Federal Law Gazette 1989 I, 1001). Now the federal states can recognize other monitoring organizations that are formed and supported by self-employed and full-time motor vehicle experts. As of this year, the newly founded BVS-KSV (BVS-Kraftfahrtsachasstigen-Verein eV) will look after the interests of its members in the organization of vehicle inspections and the trustee tasks for the BVS in the GTÜ shareholders' meeting.

In 1990, Baden-Württemberg was the first federal state to recognize the GTÜ as an officially recognized monitoring organization in accordance with Annex VIII of the StVZO. As a result, the GTÜ also received official recognition in all other federal states. The first general inspection of the GTÜ is carried out on November 26, 1990 by GTÜ test engineer Egon Schäfer, Heilbronn / Sinsheim . From September 1993 the GTÜ tests in all federal states. The following branches of business are included: environmental protection , energy consulting , quality assurance and occupational safety (Arge UEQA).

With the 16th Amendment Ordinance to the StVZO in 1994, the monopoly of the technical test centers for acceptance of changes to vehicles in accordance with Section 19 (3) of the StVZO was eliminated. As a monitoring organization, the GTÜ can now also carry out these official vehicle tests.

In 1995 the GTÜ founded the GTÜ Certification Center GmbH (GTÜZ) with the task of certifying QM systems according to DIN EN ISO 9001-9003. In 1996 the GTÜZ was accredited by the Association for Accreditation (TGA) as a certification body in accordance with DIN EN 45012 and is thus authorized to certify quality management systems in accordance with the DIN EN ISO 9000 ff series of standards.

In 1999 the GTÜ expanded its business activities. With the inclusion of the BQÜ business field - construction-accompanying quality monitoring - it is active in a further area outside of the automotive industry. In 2005 the GTÜ can look back on 15 years of successful recognition as a monitoring organization. The statistics show the following data:

  • Number of GTÜ partners: around 1950, including around 1500 motor vehicle experts
  • Number of vehicle inspections: 4.6 million
  • Market share in general inspections: approx. 13%

2006: The GTÜ is authorized by the Central Office of the States for Safety Technology (ZLS) in the Bavarian State Ministry for the Environment, Health and Consumer Protection (StMUGV) as an approved monitoring body in accordance with the Industrial Safety Ordinance . This authorization applies to:

  • Pressure equipment and simple pressure vessels in accordance with Section 1 Paragraph 2 Clause 1 No. 1 BetrSichV
  • Systems in potentially explosive areas and systems for flammable, highly flammable and highly flammable liquids in accordance with Section 1 Paragraph 2 Clause 1 No. 3 and 4 BetrSichV
  • Elevator systems according to Section 1 Paragraph 2 Clause 1 No. 2 BetrSichV

This field of activity had been a TÜV monopoly for over 140 years. 

The "reorganization of the law on the admission of vehicles to road traffic" decided in 2006 will come into force in 2007. This means that the GTÜ test engineers can now also check vehicles that have been deregistered for more than 18 months as part of a general inspection in accordance with Section 29 of the StVZO. This clears the way for the re-registration of vehicles that have been out of service for a longer period of time without the need for a costly “full report” by an officially recognized expert . The GTÜ test engineers are now also allowed to draw up reports for classifying a vehicle as a classic vehicle in accordance with Section 23 of the StVZO. In 2008, GTÜ Plant Safety was appointed by the Baden-Württemberg Ministry of the Environment as an expert organization in accordance with § 22 of the Ordinance on systems for handling water-polluting substances and on specialist companies ( AwSV recognized) and the Central Authority of the Laender for Safety (ZLS) in the Bavarian State Ministry for the Environment, Health and Consumer Protection (StMUGV), Munich, as a Notified Body for the marketing accredited by elevators.

The EC Vehicle Approval Ordinance (EG-FGV) comes into force in 2009. The regulation implements the framework directive 2007/46 / EC on the type and individual approval of new vehicles with at least four wheels into national law. The GTÜ had previously successfully campaigned nationally and at EU level that individual approval tests could also be carried out by the technical services designated by the Federal Motor Transport Authority (KBA). The GTÜ concludes a cooperation agreement with FAKT GmbH.

In 2010, after a phase of intensive growth and a visible positioning on the liberalized testing market for systems requiring monitoring, the GTÜ plant security division will be spun off into GTÜ Anlagensicherheit GmbH. The powers as an approved monitoring body , certification body for elevators and testing laboratory for elevators as well as recognition as an expert organization according to the ordinance on systems for handling substances hazardous to water are transferred to the new company.

In the area of ​​oldtimer research, the GTÜ oldtimer archive was relocated to Stuttgart in 2012 and the oldtimer department was reorganized with the aim of “more support for our partners in the area of ​​oldtimer appraisals through market value analyzes and specialist knowledge”.

In 2013, GTÜ and ATE EL founded a joint company, GTÜ ATE EL AG, to bundle competencies and resources for the benefit of our customers. The GTÜ test engineers cracked the 50 million mark in 2013 during the general inspection in accordance with Section 29 StVZO. The market share grows to 15.2%. To date, 2,225 vehicle experts have joined the GTÜ.
