Various plans were and are known as Hafenquerspange (also Hafen-Autobahn ) to connect the two federal highways A 1 and A 7 by a motorway running in an east-west direction through the area of ​​the Hamburg port in the Hamburg district of Wilhelmsburg .

According to the current status, the plans of the Federal Ministry of Transport envisage an extension of the fourth construction section of the federal motorway 26 from the future Hamburg-Süderelbe motorway junction south of Wilhelmsburg to the A 1 with a Hamburg-Stillhorn motorway triangle as a so-called port passage .

Early planning for a port motorway

The first plans for an east-west direction through the port of Hamburg come from the 1930s ( see also: Reichsautobahn ). The unrealized plans envisaged a ring of city ​​highways around the center of the Hanseatic city.

In the 1970s there were further plans to expand the Hamburg motorway network with city motorways ( see also: Federal Motorway 25 ). These also included plans for a port motorway. However, the plans met with fierce opposition and were only implemented to a limited extent. The Köhlbrand Bridge was implemented as a partial service as the only structure of the planned harbor crossbar .

The plans for the Hafen-Autobahn were initially abandoned in 1984 after the construction of the baumall tunnel, which was supposed to connect the autobahn with the city center on the other side of the Elbe, had failed due to the lack of funding from the federal government. Instead, planning began for the construction of a fourth Elbe tunnel tube.

Plans called Hafenquerspange exist since the 1980s. For a long time, a solution was planned as an extension of the A 252 built from 1987 onwards .

In the meantime, a northern route was planned to extend the only 1.5 km long A 252 through Wilhelmsburg and the port area to the west and connect it to the A 7. The city's own realization company (ReGe) developed plans on behalf of the Hamburg Senate along the lines defined by the federal government in 2005 . A tunnel under the Köhlbrand and the Spreehafen were also examined. In 2008, the building costs for this approx. 8 km long gap closure were estimated by the responsible authority for urban development and the environment at around 1 billion euros. In a feasibility study by the federal government, among other things, a building in a public-private partnership was examined, i.e. the possibility of co-financing by a private operator, whereby a toll for both trucks and cars could have been levied for the route .

Under the Hamburg Senate formed in 2008 by the CDU and the Greens , these plans were finally rejected. Today, instead, the extension of Federal Motorway 26 as a port passage is being pursued.

Since 2009, a route by extending the A 26 under construction to the A 1 near Stillhorn with the Süderelbebrücke Moorburg and a motorway junction or triangle with the A 253 and the Wilhelmsburger Reichsstraße has been preferred.
