Hans-Martin Tillack

Hans-Martin Tillack (* 1961 in Königs Wusterhausen ) is a German investigative journalist . He uncovered a number of political affairs in Germany and was also known for his work as an EU correspondent in Brussels .

Life

After studying sociology and political science in Marburg and Berlin, Hans-Martin Tillack worked as an editor for the daily newspaper in Berlin and later in Bonn since 1988 . Since 1993 he has been an editor at Stern magazine , first as a correspondent in Bonn, then from 1999 to 2004 in Brussels and since 2005 as a reporter in Berlin.

Services

In 2001 he uncovered the so-called “dance partner” affair, for which the then Minister of Labor Walter Riester (SPD) was responsible. Since 2002 Tillack has made financial irregularities public in the EU statistical office Eurostat in a series of articles in Stern and on stern.de . The Eurostat scandal resulted in the transfer of the Director General and all Directors of the Statistics Agency in 2003.

In 2005, Tillack uncovered the scandal surrounding the sideline activities of former Minister of State Ludger Volmer ( Greens ) for Bundesdruckerei , who contributed to the debate about the visa affair at the time. In a detailed article in 2005, Tillack first raised the suspicion that bribery practices were widespread at Siemens .

At the end of 2006 he made the hitherto unknown case of the US rendition victim Abdel-Halim Khafagy, who lived in Germany, public. In 2007 Tillack succeeded in getting the names of the private sponsors of the federal ministries by invoking the Freedom of Information Act. The report resulted in the federal government officially publishing the names of the grantors from now on. Since 2009, Tillack has published a number of articles on the federal government's bank bailout policy and revealed several questionable payments to managers of Hypo Real Estate and, in 2011, the calculation error at HRE and its bad bank, FMS Wertmanagement , over 55.5 billion euros.

In February 2010, Tillack and Johannes Röhrig revealed the spying affair surrounding the Berlin agency CMK, which worked for Bunte . However, in 2011, the Bunter succeeded in getting a court through that the Stern was no longer allowed to give the impression that Bunte editors knew of questionable methods.

In 2017, Tillack, together with Laura Himmelreich and Ulrich Neumann, was nominated for the Nannen Prize in the "Investigative Achievement" category for his investigative research on precarious working conditions at the Rossmann drugstore chain , which appeared in 2016 under the title Rossmanns Tagelöhner im Stern .

From 2009 to 2013 Tillack was a member of the jury of journalismfund.eu. The fund awards grants for cross-border research in various European countries.

Conflicts with authorities

In March 2004, the Belgian police raided Tillack's apartment and Stern's Brussels office. The police confiscated extensive documents. Tillack had repeatedly cited internal papers of the office in critical reports about the EU anti-fraud office OLAF . At the request of OLAF, the Belgian investigating magistrate opened an investigation against unknown persons for a possible corruption offense. Actions by Tillack - including at the European Court of First Instance - that he filed following the Belgian search operation were initially dismissed. Finally, in November 2007, Tillack's lawsuit at the European Court of Human Rights ended with the conviction of Belgium to pay 10,000 euros in damages for violating the freedom of the press. The preliminary investigation was closed in 2009. The search sparked a discussion about freedom of the press in the EU; many journalists viewed this as a restriction on free reporting. The European Ombudsman also criticized OLAF for this matter in a special report to the European Parliament.

In December 2006 it became known that the Munich public prosecutor's office had eavesdropped on telephone calls made by Tillack and another Stern editor, which they had conducted with the lawyer of the CIA kidnapping victim Khaled el-Masri.

Triggered by an authorization by Bundestag President Norbert Lammert (CDU), the Hamburg public prosecutor's office temporarily investigated Tillack and two other Stern editors in 2007 on suspicion of aiding and abetting the betrayal of secrets in connection with articles about the BND investigative committee of the Bundestag.
