The House of statistics is a building complex in Berlin district of Mitte in the Otto-Braun-Strasse 70-72 (1966-1995: Hans-Beimler Road ), south to the Karl-Marx-Allee adjacent. It was established from 1968 to 1970 as the seat of the state central administration for statistics of the GDR . After German reunification , German authorities used the buildings, and they have been empty since 2008.

Until 2017 the building was owned by the Federal Republic of Germany , which wanted to demolish it and sell the area. However , the Berlin Senate was able to acquire the building complex as part of the capital city financing agreement. Together with several other initiatives and administrations, a complete renovation will take place and a broad subsequent use is planned.

history

In the course of the restructuring of Alexanderplatz according to socialist ideals, four high-rise slabs (nine- and eleven-storey buildings) were erected in reinforced concrete skeleton construction. Construction began on March 8, 1968. The plans came from the architect collective Manfred Hörner, Peter Senf and Joachim Härter. After the construction work was completed in 1970, the Central Statistics Office moved into the building complex as planned . Two restaurants (Jagdklause and Mocca-Eck) , a shop for hunting and fishing supplies (Suhler Jagdhütte) and a shop for products from the USSR (Natascha) were set up on the ground floor .

After German reunification, the building housed the Berlin branch of the Federal Statistical Office and the Berlin office of the federal commissioner for the Stasi files . Both authorities moved out by 2008. In contrast to the three buildings House of the Teacher , House of Travel and House of the Electrical Industry from the same period, no renovation was planned.

After a competition to redesign the area, won by the Berlin architects Augustin und Frank in January 2010 , the house was supposed to be demolished. According to Helmut Kästner, the project manager of the Senate Department responsible for the planning at Alexanderplatz, the demolition was justified with the argument that the building “no longer meets the requirements of a modern office building.” The planning was based on intensive use of the property with more than 94,000 m² floor area . Until 2014, there was no construction work on the vacant building, which was to be demolished or sold.

Because usable space and living space have been becoming increasingly scarce in Berlin since the mid-2010s, the Alliance of Threatened Berlin Studio Houses (AbBA) put a banner on the outside of the empty statistics house in 2015 with the text “Space for art, culture and social affairs is being created for Berlin “And got the ball rolling .

The administrations initially thought of temporarily accommodating refugees in the building from 2015 . In the spring of 2015, the owner, the Federal Real Estate Management ( BImA ), offered the building to the State of Berlin as refugee accommodation, but this was rejected. Since autumn 2015, the Haus der Statistics initiative has been campaigning for the development of the area as a center for refugees - social issues - art - creative people . The then district mayor of Mitte, Christian Hanke , and the district councilors' assembly (BVV) of Mitte supported this proposal with the majority approval of all parliamentary groups.

The intended refugee accommodation was not set up, so that the ideas of a mixed use as a “place for administration as well as culture, education, social affairs and living” remained.

The district office of the Mitte district , the Senate Department for Urban Development and Housing , the state-owned companies housing association Berlin-Mitte (WBM) and the real estate management company (BIM) as well as the cooperative for urban development ZUsammenKUNFT Berlin merged in 2018 to form Koop5 , after the purchase of the property for a purchase price of 50 million euros to redevelop the large houses through renovation and conversion work. Smaller artist initiatives are also participating in the project, including the 50 artists from the Atelierhaus Post Ost , who were forced out of their rooms on Palisadenstrasse in 2016. The intermediate low-rise building of the building complex, on the other hand, is to be demolished and the area rebuilt. On January 29, 2018, all parties involved signed a corresponding cooperation agreement. It is planned to specify by August 2018 exactly how the usage mix should take place, both organizationally and financially, and who will contribute what and when.

The central district office needs a new town hall because the lease for the current building expires in 2028. In the meantime there have already been multiple sales that have tripled the rent. The WBM has committed itself to the Senate to build 4,000 new apartments in the Mitte district. The Senate itself is planning to set up its finance department in the reconstructed house; so everything together should become an office center. In February 2018, a new competition was launched, which provides for the redesign of the facades, possibly also a partial demolition if the building condition is too poor, especially regarding the insulation and the presence of asbestos. The target for the reconstruction and inauguration for the new purposes is stated to be 2024; around 100 million euros are earmarked for the renovation. Instead of the low-rise building, there is to be a taller new building with apartments, for which a development plan is to be available by 2021 .
