Heiner Jüttner (born February 12, 1941 in Dortmund ) is a German economist and left-liberal politician.

Life

Jüttner attended the Stadtgymnasium Dortmund and studied business administration at the University of Cologne from 1960 . In 1965 he passed the diploma exam. He is married and has two children and three grandchildren.

Aachen

From 1966 to 1987 Jüttner was a research associate at the Institute and the Research Institute for Development Cooperation of the RWTH Aachen . His publications dealt with economics and development policy . He wrote articles and many magazine articles on the Handbook for International Cooperation and the Lexicon of International Law . He was primarily responsible for research projects at home and abroad for the Federal Ministry for Economic Cooperation and Development . He was co-author of a study on German personnel in international organizations. It led to the establishment of corresponding preparatory courses at the Federal Academy for Public Administration . In 1975 Jüttner was promoted to Dr. rer. pole. doctorate (very good). With a focus on tax and financial policy, he was parliamentary assistant to Ingrid Matthäus, member of the Bundestag , in 1977/78 . He then completed a two-year postgraduate degree in law in Cologne . From September 1991 to 2004 he held a teaching position at RWTH Aachen University on “International Economic Associations and Development Strategies”.

For the parliamentary group of the Greens Jüttner was from 1988 to 1990 a consultant in the working group economy, finances, budget. He wrote the overall green concept for environmental taxes . As an alderman for the city of Aachen (1991–1999) he was responsible for the areas of environment, housing and real estate. In addition, he temporarily headed the construction and planning department for two years. He was also a member of the management committee for the creation of the cross-border industrial area of ​​Aachen and Heerlen . Jüttner implemented the Aachen model of fair payment for electricity from wind and solar systems, which preceded the law for the expansion of renewable energies . He presented this project twice in Japan at the invitation of institutions there ( United Nations University ). In Roetgen , Jüttner was the commercial director of the water extraction and treatment company Nordeifel from 1999-2007 , which supplies the city of Aachen and the district of Aachen with drinking water. He arranged for the financing of the largest membrane filtration plant in Europe and the expansion of the supply area to the neighboring region of the Netherlands .

Honorary positions

Jüttner was a member of the education and science union from 1968 . He has been with the United Service Union since 1981 . He was a juror at the Aachen Regional Court and member of the Chamber of conscientious objectors . He was involved in the self-administration of the TH Aachen and sat on the board of the Aachen Peace Prize for a long time . In 1976 he was one of the founders of a non-profit sponsoring association for youth welfare , which annually organizes fortnightly youth camps for 60 to 80 girls and boys. He was chairman or managing director for a period of 40 years.

As a participant in the political cabaret “Sicherheitsversicherung” (1976–1986), Jüttner wrote by far the greatest number of texts. He appeared regularly in the Aachen cabaret scene and went on national tours with the six-member cabaret . He was invited to the Evangelical Church Congress (1983) and to two radio broadcasts on the Westdeutscher Rundfunk Köln . In Dortmund he acted as a basketball referee .

politics

When the no-confidence vote against Willy Brandt failed in 1972 , Jüttner joined the Free Democratic Party of Aachen. He ran for her in the 1980 federal election and got 6.41% of the first vote . In November 1980 he was elected district chairman of the Aachen FDP. He represented the Aachen FDP at the FDP federal party conference in 1980 and initiated the federal party's decision on the municipal right to vote for EU citizens .

In the (West German) turning point (1982) he left the FDP. For the German Young Democrats , he was district and district chairman several times. In the fall of 1982 he was one of the founding members of the Liberal Democrats . The party wanted to continue the civil rights, environmental and peace policies of the former left-liberal FDP wing. In Münster, Jüttner was elected the first state chairman in North Rhine-Westphalia .

Since the Liberal Democrats were unsuccessful, Jüttner turned to the Greens from 1983 onwards . For them he sat from 1984 to 1991 in the council of the city of Aachen, temporarily as parliamentary group chairman. He also ran for the 1990 Bundestag election . In 2001 he ended his membership in the Greens because they had given up key principles and supported a war in Yugoslavia that was contrary to international law.

Jüttner was reciprocated in the Corps Lusatia Breslau in 1961 . Long in his job, in 1974 he was the local spokesman for the Kösener Seniors' Convents Association . In the 1990s he wrote the Hamburg / Cologne / Aachen post-war history of his corps, which merged with the Corps Lusatia Leipzig in 1993 . He is chairman of the AHSC in Aachen.
