The Herford Versorgungs- und Verkehrs-Beteiligungs-GmbH (HVV) , founded in 1983, is a wholly-owned holding company of the city of Herford . It employs 630 people in its subsidiaries and has total assets of 450 million euros (as of the end of 2013). The HVV companies operate a 1,000-kilometer-long gas and water supply network, a 450-kilometer-long sewer network and one of the most modern sewage treatment plants in Europe. They collect 30,000 tons of waste for disposal and recycling, provide 6,500 citizens with living space and organize parties for 500,000 visitors.

HVV holds an 86.54% stake in Stadtwerke Herford. Other shareholders are the municipality of Hiddenhausen with 8.98% and the city of Spenge with 4.48%. Stadtwerke Herford supplies the city of Herford and the municipality of Hiddenhausen with green electricity, natural gas, drinking water and heat, the city of Enger with green electricity, natural gas and heat and the city of Spenge with drinking water. Stadtwerke Herford

In 1864, the first Herford gasworks went into operation on Elverdisser Strasse at the corner of Hermannstrasse . In 1896 a central public waterworks went into operation and the city center was supplied with water via water pipes with a total length of 27 kilometers. The second Herford gasworks went into operation in 1909 on Werrestrasse. From 1963, gas was supplied exclusively with long-distance gas from Westfälische Ferngas AG . In 1969 the water supply was started in the communities newly incorporated into the city of Herford. In 1971 the gas supply was switched to natural gas . In 1983 Stadtwerke Herford became a wholly-owned subsidiary of the newly founded HVV. The heat supply was started in 1991. In 1994 the Herford baths and the ice rink were taken over. In 1997 the newly built sports and leisure pool H2O was added.

In 2002 the Stadtwerke took a 100% share in the Enger gas supply, which was merged with the Stadtwerke in 2007. Also in 2002, Elektrizitätswerk Minden-Ravensberg GmbH took a 25.1% stake in the municipal utilities. The electricity company was transferred to E.ON Westfalen Weser AG in 2003, and the company's shares of 22.74% were sold to HVV in 2010. In 1935 the Society for the Promotion of Public Interests of the City of Herford mbH was founded to operate the Otto-Weddigen-Bad (today H2O ).
