The city of Hirakawa was founded on January 1, 2006 from the former communities of Onoe ( 尾上町 , -machi ), Hiraka ( 平賀町 , -machi ) and Ikarigaseki ( 碇ヶ関村 , -mura ) of Minami-Tsugaru County.
