Horst Hauthal

Horst Hauthal (born September 3, 1913 in Berlin ; † March 21, 2002 in Bad Neuenahr ) was a German ambassador .

Life

Horst Hauthal graduated from high school in Berlin in 1932 and studied mathematics , natural sciences and philosophy in Berlin and Halle .

Horst Hauthal occurred in 1937 in the NSDAP a (membership number 5062619), in 1939 clerk and entered 1940 in the Foreign Service one. Until 1945, Horst Hauthal headed the ciphering service, known as the Special Personnel Service , as senior government councilor , which was part of the Personnel Z department and was headed by the envoy Kurt Selchow. The encryption department was responsible for the compilation and distribution of codes and ciphers in the Ministry of Foreign Affairs.

1954 Horst Hauthal became a doctor of economics doctorate . In the Foreign Ministry of the Federal Republic of Germany, Hauthal was employed in Section 114 , which was headed by Adolf Paschke (1911–1981). From 1962, Hauthal was accredited as an economic advisor at the German Embassy in Cairo . On August 4, 1964, he was promoted to lecturing councilor . 1966 Hauthal served as First Secretary at the German Embassy in Egypt d'affaires . In 1967, Hauthal was the deputy head of the “Economic Relations with the Middle East and North Africa” division of the Federal Foreign Office.

On September 14, 1971, Hauthal took up the position of deputy head of the Middle East and North Africa Department, the Trade Policy, Development Policy and European Economic Integration Department. In 1959 the government of the Federal Republic of Germany concluded an investment protection agreement with the military regime in Pakistan . This represented the first Bilateral Investment Treaty (BIT) for Pakistan . Under the leadership of Zulfikar Ali Bhutto , this treaty was ratified in the constitution of Pakistan in 1973 . From November 19 to 20, 1973, Horst Hauthal was head of the South Asia Division in the Foreign Office, with Lothar Lahn for the fourth bilateral talks in Islamabad . German companies then invested in the fields of energy , oil refining and defense technology .
